DCSA Business Analyst – Information Technology

Program Manager

• Serve as INTECON’s authorized supervisor for technical and administrative performance of all work under the task order and act as the primary interface with the COR.
• Receive and execute COR technical direction within contract terms; ensure task execution stays within scope and authorization boundaries (work is authorized via Task Assignments).
• Plan, coordinate, and manage concurrent Task Assignments (DOE anticipates ~10–15 annually) and ensure each TA’s deliverables, delivery dates, and quality standards are met.
• Oversee preparation and submission of Monthly Technical Progress and Cost Reports with the monthly invoice, including cost/hours by labor category, variances and recovery actions, funding remaining, and issues/recommendations.
• Ensure quarterly progress reports are produced and provided to DOE, and issue formal notification when total costs reach 75% of available funding.
• Drive performance to meet DOE measures for timeliness, quality deliverables, and cost control.
• Ensure compliant submission of vouchers through VIPERS and proper routing of technical correspondence (to COR with CO copied, as required).
• Ensure INTECON has the necessary management and personnel in place to commence work promptly at award and can staff additional TA requirements within a reasonable timeframe to prevent delays.

Program Manager – Department of Energy

Analyst

• Coordinate and track IMT member training status, qualifications, and certifications, ensuring readiness records are current, accurate, and auditable for FPS leadership review.
• Maintain IMT readiness dashboards/trackers and reconcile changes in personnel availability, certifications, and deployment eligibility to support timely staffing decisions.
• Prepare, edit, and route IMT warning orders, deployment orders, and related tasking documentation to support rapid mobilization and operational tempo requirements.
• Administer and maintain IMT field equipment (e.g., monitors, projectors, cables, and other office/field support equipment), ensuring operational readiness, accountability, and lifecycle tracking.
• Prepare IMT equipment for shipment and deployment by coordinating packaging, staging, inventory verification, and documentation needed to support field operations and demobilization requirements.

Incident Management Team Coordination Analyst

Threat Intelligence Specialist

• Participate in the FPS Open-Source Threat Intelligence Program by monitoring open sources (news, social media, websites, official sources) to identify potential threats and risks to FPS protected federal facilities and FPS operations.
• Identify and document information that meets FPS Priority Intelligence Requirements (PIRs) and Critical Information Requirements (CCIRs), and coordinate conveyance of threat information to PIID leadership, the Senior Watch Officer (SWO), and appropriate regional leadership in accordance with FPS investigative and reporting procedures.
• Comply with DHS and FPS policies governing privacy, civil liberties, and proper handling of sensitive information while collecting, analyzing, and disseminating intelligence.
• Prepare the Daily Intelligence Review Bulletin (DIRB) by accessing law enforcement and intelligence systems daily, identifying relevant topics for executive-level consumption, and drafting the DIRB for PIID Director review on established timelines.
• Brief the DIRB to FPS Executive Leadership Team (ELT) as required, incorporating operational context, relevance to FPS mission impacts, and clear articulation of threat significance.
• Finalize and release the DIRB daily, ensuring correct classification markings, dissemination controls, and distribution to authorized recipients with a validated “need to know.”
• Support field and HQ Requests for Information (RFIs) and law enforcement system checks by gathering requested information, packaging results appropriately, and conveying outputs to the requestor and designated FPS stakeholders while maintaining auditability/metrics for performance management.
• Maintain functional access and proficiency within relevant law enforcement and intelligence systems (as authorized) including LEIMS, TECS, WebRMS, EIS, TAVISS, HSIN, DCII, Accurint, HSDN, and JWICS, and maintain proficiency as systems, tools, and procedures evolve.
• Contribute to FPS Critical Incident Management by taking the lead on intelligence data gathering for critical incidents identified by the SWO and FPS ELT, correlating information from other DHS watch centers and authorized systems for incorporation into FPS reporting products.
• Assist the SWO and FPS personnel with preparing and disseminating critical incident intelligence updates and reporting products, ensuring accuracy, timeliness, and compliance with classification and sensitive handling requirements.
• Conduct research and data management in support of PIID analytic production and other agency needs by using FPS systems to gather, analyze, and report data on operational activity, trends, and threats affecting FPS mission performance.
• Collaborate with PIID IAIB and IB Desk Officers to identify trends in threats, criminal activities, and operational impacts, and generate data-driven briefings, reports, and products for FPS HQ as required.
• Support development and drafting of PIID intelligence and information reports in accordance with applicable FPS directives and established reporting standards.

Intelligence Analyst

• Lead shift execution for FPS Watch operations, managing watch-floor workflow, information flow, and real-time prioritization of tasks based on evolving incidents, events, and leadership priority information requirements.
• Maintain operational and situational awareness of DHS-related events, incidents, and threats by monitoring open-source media, official reporting channels, partner notifications, and FPS operational inputs relevant to FPS protected facilities and operations.
• Produce, validate, and brief the Daily Operations Summary Report (DOSR), ensuring accurate consolidation of inputs from MegaCenter spot reports, police blotters, regional updates, and other FPS data sources; ensure DOSR is distributed to appropriate stakeholders on established timelines.
• Review, quality-check, and approve incident reports and reporting products prior to distribution, ensuring factual accuracy, completeness, proper context, and compliance with sensitive information handling and classification requirements.
• Execute emergent reporting requirements by rapidly initiating incident reporting when notified of breaking incidents, coordinating internal/external data collection, and sustaining updates as conditions change.
• Maintain the Request for Information (RFI) database: assign RFIs to watch personnel, track suspense dates, ensure products are reviewed/approved, and validate that responses include appropriate analysis and supporting operational context.
• Maintain and update the FPS Common Operating Picture (COP), ensuring the COP reflects current nationwide operational impacts, significant incidents, planned activities, and developing threats affecting FPS protected facilities.
• Maintain watch turnover/pass-down reporting to ensure continuity between shifts, including documenting open actions, pending RFIs, significant incident updates, and operational priorities requiring follow-through.
• Maintain and manage Watch distribution lists, contact databases, and telephone rosters to ensure timely and accurate dissemination of watch products and notifications to FPS leadership and mission partners.
• Participate in daily coordination calls (e.g., National Operations Center operations calls as required) and maintain professional working relationships with interagency operations centers and mission partners to support information sharing and synchronization.
• Produce limited GIS imagery to support reporting products (as needed), including basic geospatial visualizations that enhance incident context and support operational awareness products.
• Access, navigate, and utilize FPS and DHS law enforcement and operational systems/networks (to Secret clearance level) to support analysis, reporting, and information sharing; maintain proficiency as systems and processes evolve.

Senior Watch Officer – DHS Operations Duty Officer

• Lead day-to-day contractor management for Watch operations, including staffing coverage planning, performance oversight, and quality control of watch products across all shifts and functions.
• Establish and enforce Watch production standards for products such as Daily Operations Summary Reports (DOSR), emergent incident reporting, SitReps, and executive briefing materials.
• Oversee the end-to-end DOSR lifecycle: consolidating inputs from MegaCenter spot reports/blotters and regional points of contact, validating facts, coordinating follow-ups with reporting officers/agents, and ensuring delivery timelines support senior leader review and VTC briefings.
• Direct rapid emergent reporting processes to meet short suspense timelines.

• Maintain situational awareness of DHS-related events, incidents, and threats to anticipate geospatial reporting requirements that may impact FPS protected federal facilities and operations.
• Produce time-sensitive GIS products in support of emergent incident reporting, operational reporting, RFIs, and executive briefings, ensuring products are accurate, clear, and optimized for senior leader consumption.
• Maintain and update the FPS Common Operating Picture (COP) by developing and sustaining geospatial views that reflect current incidents, operations, and impacts to FPS protected sites.
• Maintain the GIS database and ensure data layers are current, validated, and aligned to reporting needs (e.g., facility proximity/impact mapping, event footprints, regional overlays, and operational reference layers).
• Administer FPS GIS portal group membership and content governance by managing access, archiving outdated materials, and maintaining an organized, operationally useful portal environment.
• Configure, modify, and support ESRI portal applications (as required), including Web App Builder, Survey123, Workforce, and Story Maps, enabling mission users to collect, view, and share geospatial information efficiently.
• Train watch standers and FPS personnel on GIS tools, portal applications, and repeatable mapping workflows to improve consistency and speed of geospatial product delivery during steady-state and incident operations.
• Coordinate with FPS programs with geospatial elements (including MIST/Telematics and related initiatives) to ensure data alignment, interoperability, and effective operational use of geospatial capabilities.
• Coordinate with the DHS Geospatial Center of Excellence to stay current on DHS-provided geospatial capabilities and identify opportunities to enhance FPS geospatial support.
• Support development of executive-level reports, products, and briefings as directed by the Senior Watch Officer (SWO), ensuring GIS visuals and supporting narratives meet Watch production standards.
• Produce reporting products and briefs that integrate geospatial analysis with operational context, clearly explaining impacts, relationships, and relevance to FPS operations.
