About the role
- Maintain situational awareness of DHS-related events, incidents, and threats to anticipate geospatial reporting requirements that may impact FPS protected federal facilities and operations.
- Produce time-sensitive GIS products in support of emergent incident reporting, operational reporting, RFIs, and executive briefings, ensuring products are accurate, clear, and optimized for senior leader consumption.
- Maintain and update the FPS Common Operating Picture (COP) by developing and sustaining geospatial views that reflect current incidents, operations, and impacts to FPS protected sites.
- Maintain the GIS database and ensure data layers are current, validated, and aligned to reporting needs (e.g., facility proximity/impact mapping, event footprints, regional overlays, and operational reference layers).
- Administer FPS GIS portal group membership and content governance by managing access, archiving outdated materials, and maintaining an organized, operationally useful portal environment.
- Configure, modify, and support ESRI portal applications (as required), including Web App Builder, Survey123, Workforce, and Story Maps, enabling mission users to collect, view, and share geospatial information efficiently.
- Train watch standers and FPS personnel on GIS tools, portal applications, and repeatable mapping workflows to improve consistency and speed of geospatial product delivery during steady-state and incident operations.
- Coordinate with FPS programs with geospatial elements (including MIST/Telematics and related initiatives) to ensure data alignment, interoperability, and effective operational use of geospatial capabilities.
- Coordinate with the DHS Geospatial Center of Excellence to stay current on DHS-provided geospatial capabilities and identify opportunities to enhance FPS geospatial support.
- Support development of executive-level reports, products, and briefings as directed by the Senior Watch Officer (SWO), ensuring GIS visuals and supporting narratives meet Watch production standards.
- Produce reporting products and briefs that integrate geospatial analysis with operational context, clearly explaining impacts, relationships, and relevance to FPS operations.
- Maintain documentation of GIS procedures and content management practices to support continuity, repeatability, and version control of geospatial products.
Requirements
- Education: Bachelor’s or Master’s degree (BA/BS or MA/MS).
- Experience: 5 years of experience in geographic information systems analysis or related work; advanced graphic/presentation development skills; performs all functional duties independently.
- Desired/Preferred Certifications: GIS Professional (GISP). Esri Technical Certification(s) (e.g., ArcGIS Pro, ArcGIS Enterprise/Online, or relevant Esri credentialing). Formal training in cartographic design, geospatial analytics, or incident/event geospatial support.
- Tools & Technologies: ESRI portal applications (including Web App Builder, Survey123, Workforce, Story Maps). FPS/DHS operational context systems with geospatial touchpoints (e.g., MIST/Telematics) as authorized. Microsoft Office Suite (Word, Excel, PowerPoint) for briefing and production support.
- Secret clearance required.
