About the role
- Serve as INTECON’s authorized supervisor for technical and administrative performance of all work under the task order and act as the primary interface with the COR.
- Receive and execute COR technical direction within contract terms; ensure task execution stays within scope and authorization boundaries (work is authorized via Task Assignments).
- Plan, coordinate, and manage concurrent Task Assignments (DOE anticipates ~10–15 annually) and ensure each TA’s deliverables, delivery dates, and quality standards are met.
- Oversee preparation and submission of Monthly Technical Progress and Cost Reports with the monthly invoice, including cost/hours by labor category, variances and recovery actions, funding remaining, and issues/recommendations.
- Ensure quarterly progress reports are produced and provided to DOE, and issue formal notification when total costs reach 75% of available funding.
- Drive performance to meet DOE measures for timeliness, quality deliverables, and cost control.
- Ensure compliant submission of vouchers through VIPERS and proper routing of technical correspondence (to COR with CO copied, as required).
- Ensure INTECON has the necessary management and personnel in place to commence work promptly at award and can staff additional TA requirements within a reasonable timeframe to prevent delays.
- Ensure travel/ODCs are handled per TA requirements, with required prior COR approvals, and reimbursed at actual cost per the contract approach.
Requirements
- Master’s Degree in Business Administration, Public Administration, Project Management, or a related field.
- 10+ years of experience leading federal administrative and management support services.
- Expert proficiency in project management methodologies and tools; advanced analytical and financial modeling skills; strong knowledge of federal budgeting processes and systems (e.g., STARS, PICS:NE); excellent report generation and presentation skills; advanced proficiency in Microsoft Office Suite (Excel, Project, PowerPoint).
- Good understanding of project management principles; strong analytical skills; knowledge of federal budgeting concepts; proficient in Microsoft Office (Excel, Project).
- Project Management Professional (PMP) (required).
