Develop captures and campaigns in the Readiness & Sustainment (R&S) business unit targeting the Department of State market
Research and analyze business opportunities consistent with long range and strategic plans
Evaluate projects through financial feasibility studies, market research, and planning
Assist with special studies (operational effectiveness, capacity utilization, cost containment)
Identify market opportunities and lead sales and technical teams to grow profitable revenue
Maintain relationships with existing clients and develop new client contacts, typically at the General Manager level
Work remotely with travel as needed
Participate in development of marketing and business plans, strategy implementation, and oversee the business development budget and forecasts
Serve as liaison with KBR counterparts on cross-business unit opportunities
Manage and execute the full BD life-cycle process across multiple simultaneous pursuits and proposals
Coordinate meetings with customers, competitors, clients, and teammates to develop market insight on requirements, acquisition strategy, timing, and contract vehicles
Lead white paper and RFI responses and plan/participate in capture activities (competitive assessments, teaming, price-to-win, strategy, solutioning sessions)
Prioritize allocation of sales and technical resources to accomplish strategic objectives and protect the existing customer base
Requirements
Over 20 years’ experience in operations and Business Development in support of Federal civilian agency clients
Over 5 years’ of experience in Business Development with the Department of State
Strong relationships with industry leaders and demonstrated success building customer relationships
In depth understanding of Federal Acquisition Regulations (FAR), Department of State acquisition processes across multiple bureaus, Department of State and government-wide budgeting cycles
Proven experience winning three of the following types of opportunities: base operations, facility O&M, peacekeeping operations and training, construction, logistics and vehicle maintenance opportunities
Proven experience leading a team to capture and win on Department of State projects in excess of $250M
Experience working on opportunities in both CONUS and OCONUS environments
Successfully executed campaigns with the Department of State
Ability to lead cross-functional teams (proposals, sales, executives, functional support)
Ability to communicate effectively to executive and senior leadership
Ability to develop plans for securing knowledge and understanding of the customer's requirements, issues, and needs during the pursuit and capture phases
Bachelor’s Degree
Preferred: Active Secret Clearance or eligibility to obtain
Preferred: Experience working classified pursuits
Preferred: Green Belt and Lean Six Sigma certified
