About the role
- Oversees a multi-faceted function of HR professionals and provides strategic guidance in operationalizing the Bank's HR programs
- Manages a specialized functional area in the achievement of the people strategy
- Provides people management leadership by hiring talent, setting goals, developing staff, managing performance and compensation decisions, and handling disciplinary actions
- Serves as strategic partner to leadership on portfolio and financial management; identifies operational efficiencies
- Facilitates key strategic discussions and provides thought leadership to executive audiences
- Sets operational team direction and collaborates to execute common goals; focuses on longer-range planning
- Oversees execution of annual specialized HR processes and ongoing evaluation of organizational programs, methods and processes
- Acts as subject matter expert for programs and processes; provides HR subject matter expertise on organizing committees
- Liaises with internal and external subject matter experts to interpret applicable legislation/regulations
- Ensures business partners and HR receive high quality advice and support
- Oversees program administration activities, coordinates changes, monitors effectiveness, timeliness and accuracy of delivery
- Coordinates department compliance with division guidelines and regulatory agencies
- Identifies key metrics and ensures reporting mechanisms are established and implemented
- Provides operational leadership for organization-wide programming, developing and implementing scalable solutions
- Ensures effective communication to employees and leaders on policies, programs, processes and standards
- Oversees research, development and implementation of new processes, technologies or operating models
- Manages budget, revenue and expenditures; executes annual business plan and meets business objectives
- Protects organizational interests by identifying and managing risks and maintaining a culture of risk management and control
- Recruits and fosters a diverse, cohesive team; leads performance management and development activities
Requirements
- Undergraduate degree preferred or progressive work experience in addition to experience below
- Graduate degree is an asset
- 10+ years of related experience
- In depth knowledge of Program Delivery
- Expert communication, facilitation and presentation skills
- Proven ability to deal with all levels of management
- Strong Customer Service orientation and ability to establish strong working relationships with internal and external clients
- People management experience: hiring, setting goals, developing staff, managing employee performance and compensation decisions, handling disciplinary actions
- Experience overseeing program administration, compliance, reporting and coordination with regulatory agencies
- Ability to identify metrics and implement reporting mechanisms
- Experience developing and implementing scalable HR solutions and process improvements
