Act as the "air traffic controller" for Code for America's project portfolio, providing real-time oversight and forward-looking allocation of staff
Collaborate with discipline leads to facilitate and, over time, make decisional authority for staffing decisions
Maintain the single source of truth for current and projected staffing across all projects and disciplines
Make staffing recommendations for multi-disciplinary teams balancing project, people, partner, and financial needs
Continuously assess staffing levels, manage reallocations, and ensure monthly close of staff allocations meets Finance’s requirements
Collaborate with revenue and finance teams to align staffing plans with budget constraints and flag risks
Track project end dates, pipeline opportunities, and planned staff availability to create forward-looking capacity views
Model scenarios (accepting new work, shifting timelines, hiring contractors vs full-time) to inform leadership decisions
Highlight capacity or skill gaps and recommend hiring, contractor use, or staff development
Develop and maintain a forward-looking staffing plan connected to upcoming projects, products, and partnerships
Use staffing forecasts to help recruiting anticipate headcount needs and hiring surges
Build and maintain resource management processes, tools (e.g., Google Sheets, Asana), cadence, and artifacts
Define and track key metrics (capacity, utilization) to monitor staffing health and effectiveness
Identify opportunities for process improvement and automation in staffing operations
Provide regular reporting to the COO and leadership team on capacity health and staffing risks
Partner with Government Partnerships, Revenue, Finance, Operations, and People Operations to inform scoping and staffing taxonomy
Requirements
7+ years of experience in resource management, product management, project/delivery leadership, or operations within a professional services, consulting, or civic tech environment
Experience leading complex, multi-disciplinary technical projects in government, nonprofits, and/or mission-driven organizations (civic tech strongly preferred)
Proven ability to assess what makes a team effective, including how different roles (e.g., product, engineering, design, research, program) need to come together to deliver strong outcomes
Demonstrated skill in balancing client needs, staff development goals, and organizational priorities when shaping teams
Track record of making sound staffing decisions based on utilization data and understanding of team dynamics
Ability to design scalable staffing approaches and anticipate future needs
Strong analytical rigor: skilled in interpreting complex staffing and utilization data
Exceptional interpersonal skills with the ability to develop trust and influence across disciplines and senior leaders
Proven skill in leading staffing discussions, surfacing trade-offs, and driving alignment among senior stakeholders
Comfortable navigating shifting priorities and project demands
Continuous improvement mindset and comfort adopting new tools and methods
Proficiency with project management and resource planning tools (e.g., Asana, Airtable)
Advanced proficiency with Google Suite, especially Google Sheets (formulas and modeling)
Exceptional organizational skills and attention to detail
Ability to thrive in a fast-paced, dynamic environment
Experience in mission-driven, civic tech, government, or similar environments preferred
Expected to travel no more than 10% of the time
Must reside full-time within the United States
