Director

• Act as the "air traffic controller" for Code for America's project portfolio, providing real-time oversight and forward-looking allocation of staff
• Collaborate with discipline leads to facilitate and, over time, make decisional authority for staffing decisions
• Maintain the single source of truth for current and projected staffing across all projects and disciplines
• Make staffing recommendations for multi-disciplinary teams balancing project, people, partner, and financial needs
• Continuously assess staffing levels, manage reallocations, and ensure monthly close of staff allocations meets Finance’s requirements
• Collaborate with revenue and finance teams to align staffing plans with budget constraints and flag risks
• Track project end dates, pipeline opportunities, and planned staff availability to create forward-looking capacity views
• Model scenarios (accepting new work, shifting timelines, hiring contractors vs full-time) to inform leadership decisions
• Highlight capacity or skill gaps and recommend hiring, contractor use, or staff development
• Develop and maintain a forward-looking staffing plan connected to upcoming projects, products, and partnerships
• Use staffing forecasts to help recruiting anticipate headcount needs and hiring surges
• Build and maintain resource management processes, tools (e.g., Google Sheets, Asana), cadence, and artifacts
• Define and track key metrics (capacity, utilization) to monitor staffing health and effectiveness
• Identify opportunities for process improvement and automation in staffing operations
• Provide regular reporting to the COO and leadership team on capacity health and staffing risks
• Partner with Government Partnerships, Revenue, Finance, Operations, and People Operations to inform scoping and staffing taxonomy

Director of Resource Management

• Own accountability for the successful delivery of the full Safety Net portfolio, ensuring projects meet timelines, budgets, and impact goals
• Collaborate with the Partnerships team to ensure project scopes are realistic, aligned with Code for America’s delivery standards and impact goals, and incorporate input from delivery staff
• Define and drive best-in-class delivery standards across all projects, including project management, risk mitigation & compliance management, partner engagement, budget and commercial awareness, documentation & knowledge sharing, and continuous improvement & learning
• Embed delivery practices across the team by rolling out training, templates, how-to guides, and governance mechanisms and reinforce adoption through change management, coaching, and feedback loops
• Ensure financial stewardship of the portfolio by partnering with Finance, Revenue, and Development teams to align budgets with funding streams, track spend, and proactively anticipate risks and take advantage of opportunities
• Develop consistent practices, tools, and training that raise the standard of program delivery across the department
• Partner with the Program, Revenue, and Development teams to shape and sustain funding and partnership opportunities and join cultivation conversations as the accountable delivery voice
• Build trust with select funders/government leaders as needed to unblock or reinforce delivery
• Directly manage programs staff (Directors & Associate Program Directors), set clear expectations and support their growth as program & delivery leaders
• Serve as an escalation point and thought partner on complex delivery and partnership challenges
• Establish practices so every project has a clear vision holder, drive continuous improvement across the portfolio, and surface insights from government partners to inform organizational strategy
• Collaborate with the Executive Director of Safety Net Strategy to ensure day-to-day execution is aligned with strategic goals
• Partner with the Partnerships team to ensure smooth handoffs and shared accountability across the lifecycle of an engagement
• Partner with discipline leaders and the Director of Resource Management to coordinate cross-disciplinary staffing aligned with Safety Net priorities
• Ensure projects are staffed with the right skills and seniority to succeed and collaborate to develop a taxonomy of project types and staffing ratios
• Report to the Chief Operating Officer and travel no more than 15% of the time

Senior Director, Program Delivery

Communications

• Design and implement a multi-channel communications strategy that significantly raises the profile of Code for America
• Inspire, mentor, and manage a communications team—ensuring professional growth, collaboration, and creativity
• Lead rapid response and crisis communications that leverage thought leadership, safeguard reputation, and build trust
• Develop messaging architecture and positioning tailored for different audiences and build systems for consistent storytelling across all communications
• Craft clear, persuasive, and adaptable messaging across platforms and formats
• Drive executive communications and thought leadership strategy, producing high-quality speeches, op-eds, and public remarks
• Lead the development of audience-centric content strategies for major events
• Leverage AI tools and other emerging technologies to enhance and scale content creation and audience engagement
• Oversee all earned media—including press relations, editorial content, and digital messaging—and ensure a consistent, powerful brand voice
• Build and sustain strong relationships with journalists, thought leaders, influencers, and partners
• Partner with leadership to prepare and coach internal and external spokespeople for media interviews, stage events, and high-visibility engagements
• Measure and evaluate impact using clear metrics, applying data insights to inform strategy

Director of Strategic Communications

Full-stack Engineer

• In this role you will initially contribute to team culture, and act as a craft leader, defining best practices for doing design with respect and dignity. Staff UX Designer

Product Manager

• Principal Product Managers own and set direction and strategy for large scale initiatives at Code for America and help teams create exceptional products and services.
• You’ll lead cross-functional teams to solve large, complex problems and deliver user-centered products and services using your expert skills in stakeholder management, agile methodologies, and modern software development practices. In doing so, you’ll help our partner government agencies deliver better digital services to the public, creating lasting impact.

• About You:
• 10+ years of product management experience.
• Has led multiple products or services and delivered them successfully
• Has broad industry experience, can influence and lead teams, has responsibility across multiple teams, products and the organization
• Demonstrates excellence in all parts of the product management role.
• Track record of superior judgment in product development. Identifies risk and gaps across product development in the organization and successfully mitigates them
• Expert communication skills and experience and comfort with internal and external stakeholders
• Proven ability to lead high quality product development using an agile methodology - iteratively improving products through delivery cycles.
• Proven ability to interpret and leverage user research, usability testing, and data analytics to make and validate product decisions.
