Manage and support the flow of purchasing processes in accordance with established policies and standards;
Ensure purchasing requests are fulfilled by supervising work, reviewing and approving price quotes and commercial proposals, and adhering to established programs and guidelines;
Develop new suppliers of materials, services and equipment to ensure continuity of supply, obtaining new price references and alternative sourcing options;
Plan and oversee activities related to the importation of materials, ensuring customs clearance and receipt of goods within the expected timeframe by coordinating with external customs brokerage advisors;
Identify critical issues to be addressed with the team through the implementation of performance indicators;
Optimize procurement processes, seeking the best commercial conditions that meet customer preferences and needs through formalization of commercial agreements or contracts;
Ensure supplier evaluation and registration processes comply with the Institution’s established parameters by monitoring document review execution and conducting homologation visits;
Manage the team in daily task execution by providing guidance on quality and standardization in service provided to internal customers, assigning tasks, clarifying doubts, and staffing according to needs and workload peaks;
Monitor team attendance, punctuality, vacation planning, substitutions and behavioral actions using the portal tool and with support from HR consulting;
Perform duties in accordance with the organization’s established safety culture practices;
Ensure that procurement of assets and services meets the requirements defined for them;
Advise product and service suppliers on energy use, consumption and energy efficiency criteria;
Develop a supplier relationship program for strategic suppliers using a supplier qualification methodology to foster more mature relationships and partnerships within the healthcare market and to meet EESG and EMS requirements and objectives;
Identify and source suppliers in the healthcare market to expand the range of brands and products, maintain optimal spend share distribution and balance supplier relationship levels, aligned with Strategic Sourcing best practices;
Promote multidisciplinary actions with all areas involved in the supply chain and logistics (from standardization, selection, acquisition and consumption of supplies, through standardization committees and management of purchasing, inventory, consumption and patient billing indicators), aligned with results shown in the income statement (DRE), aiming for economic balance of variable costs and contribution margin;
Develop operational efficiency projects focused on optimizing workflows and human and technological resources in synergy with the institution’s strategic planning, as well as area initiatives aimed at greater operational efficiency, future vision and staying current with market trends;
Coordinate mapping and actions related to environmental aspects and impacts, as well as applicable legal requirements for the areas, supporting and directing minimization and environmental improvement actions to achieve process compliance and meet established environmental objectives;
Coordinate and direct the use of operational environmental control procedures applicable to the areas, promoting their full implementation and the production of evidence of compliance;
Coordinate and support teams in understanding, acting on and responding to environmental emergency plans and real incidents through drills when applicable.
Requirements
Postgraduate degree completed in Business Administration, Hospital Management, Business, related areas, or Supply Chain;
Desirable: training in Project Management and Agile Methodologies;
Experience in a leadership role in hospital procurement;
Specific knowledge: Leadership, Negotiation Techniques, Financial Mathematics and Importation;
Intermediate English with a focus on business/commercial language;
Desirable: knowledge of Accounting and Taxation.
