Serve as a Senior Program Manager and technical expert/advisor to government for sustainment, modernization, modification, and capability upgrades across NCMC-ITW/AA and CCIC2S Legacy Space Battlefield Awareness Enterprise Networks
Monitor and manage planning, analysis, design, development, testing, QA, configuration, installation, implementation, and integration of networks and personnel supporting these systems
Provide project management oversight of efforts, tasks, studies, and engineering recommendations of the prime contractor to meet contractual requirements
Work in a test environment and deploy modernization efforts to multiple sites/sides/strings
Support Branch Chief in assessing schedule and cost baselines and recommend solutions and alternative courses of action
Communicate verbally, in written communications, and in briefings to senior leadership
Provide quality acquisition and program documentation (briefings, documents, plans, schedules, etc.)
Coordinate staff packages including public affairs products
Manage reviews, updates, and recommended changes to prime contractor's IMP and IMS
Advise and assist in planning implementation of projects coordinating engineering, contracting, financial management, cost, logistics, configuration management, test, and related disciplines
Advise and assist Government Program Manager on business aspects of funded projects including requirements definition, budget formulation, cost estimates, contract strategy, contractor progress, contract risk management, earned value status, and future budget requirements
Apply elements of DFARs and service supplements to support contracting elements
Compose draft contract letters, point papers, status reports, position papers, acquisition strategy briefings and PMR briefings
Support activities analyzing, coordinating internal and external taskers cradle-to-grave
Support and develop acquisition reports including statutory and regulatory reports
Support PMRs, senior level meetings/reviews and stakeholder meetings
Support implementation and execution of Agile concepts and processes (not software related)
Develop and implement solutions to expedite execution of contract actions
Provide acquisition support: review project/program performance, delivered contract data items, and prepare written communications
Draft, coordinate, and oversee development of SOWs, PWS, TDLs, CDRLs, Instructions to Offerors, Evaluation Criteria, Source Selection Plans, SRRs, PRRs, Qualification Test & Evaluation, Production Acceptance T&E, and full rate article production
Prepare Justification and Approvals, Determination and Findings and other contract documents on behalf of Government Program Manager and PCO
Populate and review RFP data, evaluate proposals and support source selection recommendations
Monitor, review and recommend approval of contract obligations and payments
Assist with developing, staffing, reviewing and finalizing briefings and acquisition documents related to strategic planning, programming, acquisition planning, execution and close-out for NCMC-ITW/AA and CCIC2S Enterprise Networks
Perform acquisition planning, solicit, evaluate, negotiate, analyze, advise, and assist with contract awards, post award administration and terminations
Assist or perform post-award duties including monitoring contract performance, payment processing, executing and documenting contract modifications
Requirements
Must be a U.S. Citizen
Must have an active DoD Secret clearance, with the ability to obtain and maintain a Top Secret clearance
Bachelor’s Degree in a related field
Twelve (12) or more years of experience in the respective technical discipline
Minimum of five (5) years of DoD experience
Preferred: Active Top Secret clearance
Preferred: DAWIA certification, FAC-P/PM, or PMI PMP certification
Preferred: Master's Degree in a related field
Preferred: Ten (10) or more years of experience in the respective technical discipline, including a minimum of five (5) years of DoD experience
