About the role
- Provide visionary and operational leadership over all clinical and care delivery functions across TVHC sites and services.
- Oversee clinical operations, quality, programs and population health (70% of role) and executive leadership, planning, and systems innovation (30% of role).
- Report to the CEO and serve as a member of the Executive Leadership Team, Strategic Management Team, and Operational Management Team.
- Lead design and implementation of innovative care models (group visits, co-visits, telehealth, mobile, care coordination, enhanced care management).
- Advance integrated behavioral health and team-based care; expand Medicare and services for aging populations.
- Collaborate with COO to optimize provider templates, team workflows, panel management, and access.
- Lead TVHC’s quality and population health strategy with CIPO, COO, and CIO; monitor and improve metrics (preventative and chronic disease management, risk adjustment, cost, utilization, value-based performance, access, patient satisfaction).
- Develop interventions to address health disparities and social determinants of health; oversee Quality Plan and IPP program interventions.
- Develop and manage the clinical department budget; analyze cost-effectiveness and recommend operational changes.
- Provide clinical leadership for technology selection and implementation (EHR/EPIC optimization, decision support, population health analytics, telehealth).
- Lead Enhanced Care Management, Street Medicine, and substance use disorder programs to deliver wraparound services to high-risk patients.
- Foster partnerships across departments to close care gaps and ensure coordinated services.
- Supervise clinical leadership and direct reports; provide coaching, professional development, and succession planning.
- Ensure compliance with regulatory and licensing agencies; supervise clinical laboratory compliance (CLIA) and oversee audits and external reporting to HRSA, UDS, HEDIS, and managed care plans.
- Oversee Credentialing and Privileging processes and chair the Credentialing and Privileging Committee.
- Collaborate on managed care strategy, risk-based initiatives, and represent TVHC in governance and external stakeholder meetings.
Requirements
- Medical Doctor (MD) degree from an accredited institution.
- Board certification in primary care (e.g., Family Medicine, Internal Medicine, Pediatrics, or Medicine-Pediatrics) required.
- Current, unrestricted license to practice medicine in the State of California, or ability to obtain one prior to start date.
- DEA certification required.
- Current CPR/BLS certification required.
- Master’s degree in Public Health (MPH), Business Administration (MBA), Healthcare Administration (MHA), or related field is strongly preferred.
- Minimum of 7–10 years of progressive clinical leadership experience, with at least 5 years in a senior or executive medical leadership role (e.g., Medical Director, Associate CMO, or CMO).
- Demonstrated success in leading interdisciplinary teams and implementing team-based, patient-centered models of care, preferably in a Federally Qualified Health Center (FQHC), community clinic, or safety net healthcare setting.
- Experience overseeing quality improvement, clinical performance, and population health initiatives tied to value-based care contracts (e.g., ACO, capitation, risk-sharing).
- Proven ability to develop and manage clinical budgets, productivity models, and operational workflows that enhance efficiency and sustainability.
- Familiarity with the regulatory environment governing FQHCs, including HRSA, UDS reporting, CLIA, HIPAA, or other accreditation standards.
