• Review customer requests for emergency/urgent/routine service and project work; induct into tracking database and capture all pertinent data.

• Determine deficiencies and prepare scopes of work for repair across space utilization, building environmental systems, fire and security systems, masonry and reinforced concrete construction, roofing systems, energy management, and pavement construction.

Operations Manager

Mechanical Engineer

• Provide HVAC design capability including specifications and designs using current CAD software
• Perform calculations for air flow, heat load, and controls to specify equipment, ductwork, and ancillary systems for chilled water and direct expansion units
• Develop sequence of operations for air handlers, chillers, and controls as part of design packages
• Create activation and test plans to ensure designed equipment testing and compliance with SMACNA, ASHRAE and industry standards
• Develop high fidelity riser diagrams, perform flow calculations, and specify piping systems (piping, valves, backflow preventers, strainers, expansion tanks, insulation, materials)

Senior Mechanical Engineer

Electrical Engineer

• Perform electrical system design and performance analyses for facility and infrastructure projects across the Center
• Provide Low-Voltage and Medium-Voltage (e.g., 480V to 15 kV) design capability, including specifications and designs using MicroStation® or AutoCAD®
• Support designs for new installations or modification of industrial power systems distribution
• Support power substation and switchgear design and testing; work with power systems relays for protection, control, monitoring, and automation
• Perform Arc Flash studies for facility and infrastructure projects
• Provide Low-Voltage and Medium-Voltage power system short circuit, Arc Flash, and load flow studies using government-provided software (ETAP® Power Tools)
• Maintain proficiency and certified training levels to utilize power system analytical tools (ETAP® Power Tools)
• Provide oversight of the design and construction of electrical power distribution systems at Medium-Voltage and Low-Voltage levels, lightning protection systems, and other electrical systems

Systems Engineer

• Perform oversight of the design and construction of HVAC/R control systems, automatic temperature controls, building automation systems, and industrial control systems.
• Evaluate compliance with industry standards, specifications, schedules, control diagrams, sequence of operations and energy management concepts.
• Support requirement development for hardware and software used to monitor and control industrial systems to include Programmable Logic Controllers, analog and digital instrumentation, and Supervisor Control and Data Acquisition (SCADA) components.
• Support requirement development for Building Automation and Control Networking Protocol (BACNet) and Modbus inter-operable standard network protocol.

Junior Controls and Building Automation Systems Engineer

• Perform electrical system design and performance analyses for facility and infrastructure projects across the Center

Junior Electrical Engineer

Project Manager

• PROJECT MANAGEMENT SUPPORT II: Detailed Task Order formation and administration including: Support NASA technical evaluations of NASA contractor proposals and task plans. Support pre-bid activities (including contractor pre-bid walkdown) of projects as required. Support design/implementation reviews and provide integrated response from the NASA O&M engineering and user community. Process RFI and Change Orders through NASA CO. Verify work completion to support invoice payments and provide project inspections. Provide tracking and distribution support for shop drawings and other submittals. Maintain a shop drawing log and maintain shop drawing records as official Government contract files. Assemble shop drawings/data submittals and prepare Design Release Authorizations (DRAs) for release into the Engineering Documentation Center (EDC). Prepare and submit O&M and real property turnover documentation (KSC Form 21- 136, Turnover of O&M and/or Sustaining Engineering Responsibility for KSC Facilities, Systems, and Equipment; NASA Form 1046, Real Property Transfer and/or Notification of Acceptance of Accountability of RP; and Form DD 1149, Equipment List). Provide cost and schedule analysis in support of contractor pay requests, invoice verification and cost claims. Review the project schedule and schedule of value updates with the Construction Manager on a monthly basis. Gather input from contractor and supporting team toward generation of project milestones. On a weekly basis, provide project status updates in iSite. Schedule and ensure O&M support of Activation and Validation tests. Develop deliverable item lists and turnover documentation packages to incorporate into RFPs to be issued to NASA direct fixed price contracts. Coordinate O&M shop support in support of NASA contractor activities including outages and activation of assigned FSEU, and witnessing acceptance testing of protective systems (specifically fire alarm and fire suppression systems). Keep a log of pre-priced items and other shop support that have been expended and make log available to the NASA CO. Coordinate and lead the resolution of project-related problems through direct interaction with NASA COR. Thoroughly investigate issues encountered onsite during project execution Contract Ensure proper relationships are established and maintained between customers, teaming partners, and contractors to facilitate the delivery of construction services. Identify and initiate requests through the appropriate NASA technical focal for supporting task orders from base prime contractors (e.g., BOSS, KEMCON, KIAC) in support of NASA fixed price contracts. Gather input on deliverable items from NASA fixed price contractors, (i.e., safety plans, environmental plans, security plans, certifications) and communicate compliance information and readiness to the proper NASA COR. Work under a flexible work schedule.

Junior Mechanical Engineer

Analyst

• Provide cost estimates for NASA RFPs for fixed price TOs for various contract Methods of Implementation (MOIs) including Indefinite-Delivery, Indefinite-Quantity (IDIQ), NASA direct, SABER, STOCC, Blanket Purchase Agreement (BPA), and other Government managed institutional contracts.
• Prepare cost estimates in accordance with KSC-SPEC-G-0002, Specification for Compiling Construction Cost Estimates.
• Provide Fact Sheets initiating Change Orders documenting description, reason for change, and cost and schedule impact; for changes > $150K use the Technical Evaluation Report Template and guidance in the Technical Evaluation of Sole Source Contractor Proposals Guide.
• Use the most current R.S. Means database for line items of each individual construction task; identify items not in RSMeans as Non-Price Items (NPI) and separately price NPIs using appropriate wage rates.
• Maintain proficiency in RSMeans CostWorks Unit Price Book and associated cost data publications (Assemblies and Cost Data; Building Construction Cost Data; Concrete and Masonry; Electrical; Heavy Construction; Interior; Mechanical; Plumbing; Site Work & Landscape; Square Foot Costs; Commercial Renovation; Facilities Construction; Facilities Maintenance & Repair).
• Base estimates on quantities of individual work elements, knowledge of associated non-priced tasks and items, performance times, and design sketches and submittals.
• Review and prepare detailed cost estimates for budgeting and all phases of project execution (pre-design, design, procurement, construction, closeout).
• Assist the Government in preparing for negotiations of approved changes, new work modifications, claims, dispute resolution and CO final decision making.
• Provide analyses to determine why individual project bids may have varied from the estimated cost and develop budget estimates using relevant standards, policies, and site conditions.
• Perform cost estimating data collection, processing, visualization, and presentation tasks.

Cost and Schedule Analyst

Civil Engineer

• Perform oversight of the design and construction of infrastructure and facilities projects, including but not limited to utilities design, site development, paving, grading, drainage, and stormwater design/modeling. Proficiency with Storm Wise (formerly ICPR), ArcGIS, AutoCAD, and Water CAD / Sewer CAD software platforms is preferred.

Senior Civil Engineer

• 1. Perform oversight of the design and construction of HVAC/R control systems, automatic temperature controls, building automation systems, and industrial control systems.
• 2. Evaluate compliance with industry standards, specifications, schedules, control diagrams, sequence of operations and energy management concepts.
• 3. Support requirement development for hardware and software used to monitor and control industrial systems to include Programmable Logic Controllers, analog and digital instrumentation, and Supervisor Control and Data Acquisition (SCADA) components.
