• · Providing crisis intervention and developing individualized safety plans as needed; assisting victims of violence in filing for protective orders and completing affidavits; and accompanying clients to court proceedings and various appointments (i.e. attorney meetings, protective order hearings, custody hearings, and housing interviews)
• · Providing housing search assistance to clients by identifying housing leads, assisting clients to apply for units, and accompanying clients on housing tours
• · Establishing relationships with local landlords to negotiate lease terms and advocate on behalf of clients

Senior Rapid Rehousing Case Manager

• Supervise the case management team, composed of 2 Case Managers and a Housing Locator, in the provision of trauma-informed, client-driven approach in all facets of daily work (crisis calls, completing safety plans, court accompaniment, etc.)
• Provide comprehensive case management services to a reduced caseload of shelter households
• Oversee client services for Artemis House Region 1 and collaborate with Artemis House Region 3 staff to accept clients into the Region 1 shelter facility

Assistant Director – Domestic Violence & Supportive Housing

• Ensure each participant feels welcome in the shelter, has basic needs items and supplies throughout their stay, and understands community guidelines and safety procedures
• Provide relational and responsive case management support to each household
• With each household, develop Housing First focused service plans which are individualized to the household’s unique housing need; assist each household through the housing location process.
• Complete any relevant assessments or referrals needed to support the participant’s housing plan and needs
• Empathetically and firmly address any safety issues that may arise during the participant’s stay in shelter and work to help refocus efforts on their housing plan
• Once housing is secured, partner with participants to outline what supports are needed to address housing barriers and needs, and to develop an agreed upon plan to achieve housing related goals and to maintain housing stability
• Assist participants in securing needed or requested basic needs items and services such as clothing, employment opportunities, benefits, health resources, employment, childcare, educational resources, etc.
• Work to collect financial information from participants as well as formulate a working budget with them
• In collaboration with the Housing Locator, communicate and establish working relationships with local landlords to negotiate lease terms and advocate on behalf of participants
• Assist with developing a rental assistance package for participants utilizing a variety of funding sources, properly document the distribution of funds.
• Assist participants in accessing financial resources, including rapid re-housing rental assistance, and prepare and submit necessary documentation
• Function as a contributing member of a multidisciplinary team with Shelter House Inc. employees, deployed staff, and involved agencies to ensure participants receive needed services in a timely manner
• Assure that all relevant information pertaining to participants is disseminated to all appropriate staff members in a timely manner

Case Manager

• Provide leadership, direction, and oversight for the Prevention Services, Emergency Shelter & Rapid Rehousing Services
• Actively participate in CoC meetings to promote interagency collaboration and continual progress of Fairfax County’s 10 Year Plan to Prevent and End Homelessness; adapt programs serving households with children in Region II to meet the changing needs of the population and community
• Provide direct supervision to the Assistant Director of Programs (ADP) and the Assistant Director of Shelter Operations (ADSO).  Ensure coverage of all essential duties of each position in the staff member’s absence/position vacancy. Supervise interns as needed
• As the supervisor of the ADP, ensure the case management team implements a strengths-based, trauma-informed, solution-focused approach in all program types; support staff in delivering complex case management for cases that demand higher level solutions and provide support in handling mental or physical health crises
• As the supervisor of the ADSO, ensure the Residential team supports residents using strengths-based, trauma-informed, housing focused models and maintains safety and security for shelter residents, as well as maintaining the building and the vehicle(s)
• Ensure all facilities are in compliance with health and safety regulations; address issues that arise in a timely manner

• Work with Shelter House Finance Department to ensure efficient and appropriate expenditure of the program budgets and that program needs are met.

• Assist clients in completing required documentation and paperwork throughout the program process to ensure timely access to services and housing.

Prevention Case Manager

Prevention Case Manager – Region 2

• Responsible for the hiring, training, development, scheduling, and direct supervision of residential staff.
• Provide guidance and direction to residential staff as needed and during regularly scheduled one on one meetings.
• Review documentation completed by residential staff to ensure it is in accordance with agency best practices.
• Prepare and distribute monthly residential staff schedule; review residential staff timesheets and leave requests.
• Coordinate essential personnel in the event of safety/weather emergencies.
• Serve in a rotating on-call capacity to help residential staff address crisis issues.
• Participate in and facilitate staff meetings and staff trainings as directed by supervisor.
• Serve as the lead on all Region 3 operations.
• Ensure agency vehicles are maintained and meet state license and registration requirements.

Assistant Director of Shelter Operations

Program Manager

• About the Role:
• The Supportive Housing Program Manager provides direct and specialized housing services for the RISE and Kate’s Place housing programs, while supervising the supportive housing case management team. Good organizational skills and attention to detail are necessary. The position is responsible for all Supportive Housing operations including tracking client rental payments, maintaining detailed records/files of unit maintenance issues and communication and resolutions; formally documenting and filing completed regular housing inspections (including move-in, move-out, and lease end date inspections). The Supportive Housing Program Manager maintains regular communication with property management, landlords, and OPEH (in reference to Kate’s Place) in regard to routine maintenance, emergency maintenance situations, unit repairs, and other unit needs. The Supportive Housing Program Manager also ensures regular maintenance functions such as changing filters, lightbulbs, screens, and smoke detectors is completed consistently on schedule.
• Duties and Responsibilities:
• - Ensure Compliance in all Supportive Housing Operations for all units: 60%
• - Conduct monthly inspections in accordance with HUD Housing Quality Standards and local health and hygiene codes for all RISE units (with all contracted providers) and Kate’s Place units with HOME requirements and standards also considered Complete annual inspections of Shelter House HOME and HUD funded units and maintain certification to complete them following HUD standards.
• - Maintain a directory of the Property information including unit address, size, rent amount, contact info for all landlords / property management companies, etc.
• - Report RISE and Kate’s maintenance and other lease related issues to landlord and/or Shelter House management; follow-up as needed to ensure the issues are addressed.
• - Conduct move-in, move-out, and “pre-lease renewal” inspections and document the process; ensure utilities are transferred correctly.
• - Coordinate repairs and develop relationships with vendors; get estimates for the cost of repairs, following our internal processes for vetting vendors.
• - Ensure units are turned over in the required timeframe (30 days for HUD units).
• - Follow up with case managers on items that failed during inspections to address behavioral issues and facilitate resolutions using trauma informed and de-escalation approaches.
• - Regularly review and adhere to HUD Policy related to housing inspections, environmental reviews, income and rental calculations, fair market rate and income limits as well as HOME Policy income and rent limits.
• - Calculate the rental payments if necessary, according to HUD standards for each program participant and track the receipt of payments. Notify case managers and clients of compliance issues. Collect rent payments.
• - Issue pay or quit notices as directed for non-payment of program fees and in accordance with program policy.
• - Assist the Director in assuring that available funding sources are spent, tracked, and that required documentation is completed and filed.
