Participate in capture lifecycle, Stage Gate reviews, and proposal support
Plan and execute on-water demonstrations, customer events, military exercises, and integration of developmental technologies
Maintain a formal risk register and mitigate program risks
Optimize allocation of human, financial, and material resources
Work with PMO Operations on forward-looking resourcing and staffing alignment
Build trusted relationships with USSOCOM leaders, contracting officers, and operators
Manage subcontractors and suppliers: negotiate scope, enforce SLAs, ensure performance
Ensure adherence to DoD, DFARS, NIST, OPSEC, and RMF standards and enforce QA with Engineering and Manufacturing
Deliver regular reports, PMRs, CDRLs, IBRs, QBRs, and stakeholder briefings
Define, track, and report on KPIs and metrics to ensure accountability against performance baselines
Build, mentor, and scale the Program Management Office; develop and coach junior PMs and deputies
Establish repeatable, scalable program management processes and internal playbooks
Partner with Growth and BD teams to expand SOCOM presence and contribute to capture activities
Act as a thought leader within the SOF acquisition and autonomy community
Requirements
Bachelor’s degree in engineering, computer science, business, or related field (Master’s preferred)
10–15+ years of progressive DoD program management experience
5+ years directly supporting USSOCOM/SOF AT&L or related SOF acquisition programs
PMP certification and/or DAWIA Program Management Level III (or equivalent)
Demonstrated success leading multi-year, multi-site programs with integrated contractor/subcontractor teams
Familiarity with SOF mission and operational context, including strong ties to the SOCOM community
Deep expertise with DoD 5000 .02/ AAF PPBE, SWP, and EVM practices
Proven experience managing programs under Other Transaction Authorities (OTAs) and traditional FAR-based contracts
Active TS/SCI (or TS with SCI eligibility)
Preferred: Direct experience working with SOF AT&L PEOs & Directorates and enterprise-level SOCOM contracts (ACAT II or III)
Preferred: Familiarity with acquisition reform efforts including rapid prototyping, middle-tier acquisition, and OTA pathways
Preferred: Background in Agile/SAFe methodologies, MBSE, or digital engineering
Preferred: Former SOF operator, government civilian, or contractor with deployed operations exposure
Key competencies: executive-level communication with Flag Officers and SES; strong financial acumen; risk-based decision-making; leadership of distributed technical teams; clear and consistent communications; flexibility in acquisition approaches
