Assist the Project Manager with planning, scheduling and coordinating all phases of federal construction projects
Manage subcontractor relations, cost accounting, billing procedures, procurement, and liaison with owners, architects, subcontractors, and suppliers
Administer federal construction contracts, including design-build and design-bid-build delivery
Coordinate submittals, RFIs, meeting minutes, daily reports, safety documentation, and quality control logs in compliance with contract requirements
Track schedules, prepare updates, and support time-impact analyses and progress reporting (e.g., AF 3064/3065, cost-loaded schedules)
Support compliance with federal specifications, EM 385-1-1 safety standards, UFGS requirements, and agency-specific QA/QC processes
Assist with subcontractor and vendor coordination, including monitoring compliance with Davis-Bacon Act, certified payrolls, bonds, and insurance requirements
Participate and/or run project meetings with contracting officers, CORs, and government inspectors; prepare meeting minutes and follow-up documentation
Support preparation of proposals and bids in response to federal solicitations, ensuring compliance with FAR and agency submission requirements
Assist in developing technical narratives, past performance write-ups, staffing plans, compliance matrices, quantity takeoffs, and detailed cost estimates aligned with CLIN and WBS formats
Coordinate with internal teams to collect historical project data, lessons learned, and track proposal schedules to ensure timely submission of compliant packages
Requirements
Bachelor’s degree in Construction Management, Engineering, Architecture, or related field (or equivalent experience)
2–5 years of experience in construction on federal projects with USACE, NAVFAC, FAA, GSA, DOE, or DoD clients
Working knowledge of federal contracting (FAR/DFARS), contract modifications, REAs, and compliance documentation
Familiarity with federal safety, quality control, and environmental standards (e.g., EM 385-1-1, UFGS 01 45 00)
Experience supporting proposals and bids under federal acquisition processes
Proficiency in Primavera P6 or MS Project
Proficiency in Microsoft Office Suite (Excel, Word, Power Point, Outlook, and Access)
Experience with estimating software (e.g., RSMeans, Sage, Timberline, or similar)
Strong organizational skills and attention to detail
Excellent written and verbal communication skills
Must be able to pass a Federal background check and be a US citizen
Preferred: Previous experience with RMS/QCS systems
Preferred: Knowledge of Davis-Bacon Act compliance and federal labor reporting
Preferred: OSHA 30-hour certification; USACE CQM certification a plus
Preferred: Experience with cost-loaded schedules, time-impact analyses, and claims/REA support
