Significance is looking for an Air Force FIAR Junior Analyst to join our growing team. This position is remote and requires an interim or active Secret Clearance. As a FIAR Junior Analyst you will provide subject matter expertise on DoD Construction in Progress (CIP) processes by providing audit compliance guidance, achieving CIP project milestones, defining criteria, and utilizing audit knowledge to effectively apply solutions to attain CIP financial accountability. You will collaborate with stakeholders to document processes, define key control points, and conduct change management activities related to construction project oversight, financial reporting, proper project set up in NexGen, and asset transfer-in process. The Junior FIAR Analyst will advise client and program stakeholders on federal accounting practices to ensure compliance with DoD Financial Management Regulations, Generally Accepted Accounting Principles (GAAP), and audit readiness expectations and provide detailed guidance on construction and repair project categories and support the classification of project costs as capital or expense based on accounting treatment per official DoD/AF guidance.

Requirements

  • 1-3 years with DoD Construction-in-Progress (CIP) process with associated understanding of project lifecycle milestones, capitalization criteria, and reconciliation to the President’s Budget and property systems. Proficiency in federal accounting practices including capitalization vs. expense determination, account coding structures (e.g., USSGL), audit trail creation, and internal control frameworks. Understanding of various construction and repair project categories (e.g., sustainment vs. modernization, O&M minor vs. MILCON) and the associated/respective accounting treatment and reporting requirements. Experience with data analytics, transforming raw data files from federal accounting systems and developing tailored metrics for senior leader review Experience working with federal appropriations and funding types including Military Construction (MILCON), Operations & Maintenance (O&M), Research Development Test & Evaluation (RDT&E) etc. Ability to track and link funding to project execution and execution agent. Knowledge of Statement of Federal Financial Accounting Standards (SFFAS) 6: Accounting for Property, Plant, and Equipment and the DoD Financial Management Regulation 7000.14-R (FMR). Experience working with NexGen IT Understanding of SharePoint, Teams, and Excel/Microsoft Suite CPA/other accounting certification(s) (desired) Prior experience working with or alongside construction agents such as DAF, USACE, or NAVFAC. (desired) Familiarity with their financial and asset management systems (e.g., CEFEMs, ACES, RMS, FMS, eProjects, TRIRIGA, DEAMS, ADVANA, GFEBS) and procedural documentation norms/requirements. (desired) Ability to engage with DoD clients and other stakeholders, communicate complex financial data clearly, deliver briefings, and facilitate necessary data calls. (desired)
