Manage advanced R&D and prototyping programs for Military and Government customers, particularly military comms and battle management
Oversee programs involving RF, DSP, Digital, Embedded SW, PCB manufacturing, board assembly and test, mechanics, software, FPGA, DSP, and systems engineering and test
Lead aggressive schedules, assess schedule and technical risks, and deliver programs on time
Guide engineering teams’ priorities and be hands-on with day-to-day activities
Manage cost, budgets, and Profit and Loss (P&L) objectives
Serve as primary interface with the customer on all matters involving contract execution
Provide leadership to program engineering teams and resolve conflicts
Coordinate with management on contract requirements, changes, and interpretations
Develop and implement plans and schedules; allocate and control contract budgets for labor, material, travel, and purchased services
Report program status and forecasts to senior management and customer
Identify, assess, monitor, and mitigate engineering risk throughout program lifecycle
Develop and implement corrective action plans when deviations from budgets and/or schedules occur
Ensure contract conduct follows appropriate regulations and company policies (e.g., Federal Acquisition Regulations)
Assure timely closeout of completed programs and proper program documentation
Coordinate efforts to support mission and cross-business strategy and objectives
Lead proposals and development of RFPs and RFIs
Work closely with engineering teams to drive issues to closure
Requirements
U.S. citizenship required
Willingness to obtain and maintain a DoD Security Clearance
Experience with multiple contracting vehicles – CP, FFP, FPI, T&M
Ability to develop detailed project management plans – Schedule, Cost, Staffing, Development, I&T and Production
Experience taking a program through Requirements, Development, I&T, Verification and transition to Production
Ability to work with both internal and external customers and develop relationships to support execution and growth
Ability to develop detailed plans and establish metrics for Development, Integration, Test and Production execution
Demonstrated success working in a team and collaborative distributed environment
Ability to collaborate and work in a fast pace dynamic environment
Knowledge of Defense relevant RF and wireless systems
Knowledge of Defense relevant communications systems
Significant experience throughout the program lifecycle including proposal development, requirements decomposition, generation of system and subsystem statements of work and subcontracts, risk management, and continuous improvement for cost reduction and performance improvement
Demonstrated success in managing manpower planning, project reviews, scheduling and budget control
Prior program experience managing complex systems (EW/Communications/SIGINT/RF/C5ISR) OR experience as an IPTL in those fields
Minimum of 5+ years of experience as a program manager managing cost, schedule, technical execution
Engineering degree required (BSEE or BSCS or BSME)
