Threat Intelligence Specialist

• Apply the TOEX operating model to gather, verify and assess all available and appropriate information to gain an accurate understanding of situations and their context.
• Discuss and develop terms of reference with the client to agree tasking requirements.
• Apply advanced intelligence analysis to develop operational products; briefings, develop inferences, test hypotheses and make recommendations.
• Present the results of analysis in the most suitable format to all relevant parties, including external organisations.
• Work with the Data Insight Analysts and Researchers to utilise new and existing analytical and research capabilities through the TOEX Operating Model.
• Utilise the Agency & Partner Management Information System (APMIS) to assess the MoRiLE risk rating of Organised Crime Groups.
• Liaise with internal and external contacts to facilitate appropriate information sharing and promote the integration of the TOEX operating model into the Sensitive Intelligence Network.
• Prepare statements of evidence for court and attend court as a witness to assist in the criminal justice process.
• Maintain awareness of national and regional priorities and trends around organised exploitation.
• Any other duties that are commensurate with the role and grade as requested by management.

Intelligence Analyst

• Operational Intelligence Analysts work alongside a number of teams across the ROCU to support criminal intelligence operations and investigations.
• Whilst assisting in the direction of operational resources, they also gather and identify evidence against those engaging in serious and organised crime.
• Operational Intelligence Analysts will work throughout the investigative journey from intelligence development, to case build and evidential presentation at court.
• This will require the analyst to work in collaboration with a range of stakeholders who are based across the region both internally (such as Senior Investigating Officers and investigators) and externally (such as the Crown Prosecution Service (CPS) and barristers).
• This role will require creation and presentation of exhibits with the purpose of attending court as a live witness.
• From their analysis, Operational Intelligence Analysts are required to identify and present realistic recommendations for consideration by officers and external partners for consideration in the decision-making process.
• Analysts will be responsible for presenting the findings of their analyses to a wide range of audiences, adapting style to match that of their audience, from senior officer to juror.
• Operational Intelligence Analysts must maintain and demonstrate continuous professional knowledge across both intelligence analysis and operational material.

Operational Intelligence Analyst

• Supporting the PSD analyst in delivering a data driven approach to learning, performance and risk.
• Risk assessing individuals through research of the professional standards system and other tools to provide an oversight of staff within the organisation who may require intervention from the Professional Standards department.
• Accessing reports and dashboards using a range of tools including a variety of IT systems.
• Use WMP systems to provide specific research to assist the teams in delivering meaningful data driven inputs and learning.
• Highlight risk within reports & systems to supervisor to aid risk assessments and referrals.
• Extract data sets to complete regular reporting to independent bodies.
• Helping oversee the PSD system to ensure the data is of the highest quality.
• Working with stakeholders both within the department and across the force to ensure reporting matches requirements of individual portfolios.
• Other duties as required in support of the Prevention and Intervention Sgt and wider department.

Prevention and Intervention Researcher

Compliance

• Advise & provide representation (including advocacy where required) in relation to legal proceedings and hearings before the relevant courts & tribunals.
• Operate at a strategic level, supporting the Principal Solicitor in providing leadership & direction to a team of lawyers and support staff within Joint Legal Services.
• Support the Principal Lawyer in accountability for budget spend and/or the financial oversight and accountability for their team, including delegation for settlement of claims and authorisation of expenditure on external costs.
• Support the strategic objectives of Joint Legal Services by leading upon delivery of objectives whilst identifying and managing any relevant risk.
• Provide timely legal advice, legal support and representation for both West Midlands Police and Staffordshire Police regarding operational matters and a wide range of other issues affecting the forces.
• Work with external legal services (including Counsel) where necessary in the most cost effective manner.
• Identify and manage risk whilst ensuring that performance management of the team is adhered to.
• Allocation & delegation of work to the team.
• Work collaboratively with a variety of clients, colleagues and other stakeholders.
• Carry a complex case load providing advice & advocacy as required & draft legal documents.
• To carry out any other duties commensurate with the purpose and grading of the post that may from time to time be determined.
