About the role
- Develops, plans and schedules proposals
- Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications
- Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments
- Researches and analyzes historical data, develops cost models to support proposal efforts
- Coordinates activities and participates in fact-finding meetings
- Participates in should-cost and pricing reviews with management and customer representatives
- Participates as a member of the contract negotiating team
- Work in a team environment to develop proposals in response to customer requests
- Prepare Proposals in compliance with applicable government regulations and internal policies
- Analyze estimates for risk and executability
- Present proposal data and recommendations to management
- Prepare certified cost and pricing data packages
- Support proposal audits and negotiations with customers
- Develop labor rates and cost estimating relationships
Requirements
- Bachelor’s degree with 8 years of Business Administration, Finance, or Accounting related experience - OR - a Master's degree with 6 years of Business Administration, Finance, or Accounting related experience
- Three years of experience in estimating, pricing, finance, contracts, business and/or business operations
- Ability to prioritize effectively and complete work timely in a deadline driven environment
- Proficient in Microsoft Office suite of tools/applications, with a strong emphasis on Microsoft Excel
- Knowledge of FAR, DFARS, and other U.S. Federal Government contracting regulations
- Must have an active DoD Secret or higher clearance (with a background investigation completed within the last 5 years or currently enrolled into Continuous Evaluation)
- Must have the ability to obtain and maintain a DoD Top Secret clearance
- Must have the ability to obtain and maintain Special Access Program (SAP) clearance, prior to commencement of employment
- Prior Price Estimating experience (preferred)
- Advanced Excel skills is highly preferred (preferred)
- Experience with ProPricer (preferred)
- Experience with Cost/Price Analysis (preferred)
- Analytical skills; Presentation skills; Organizational/Time Management skills and ability to multitask (preferred)
- Self-motivated and works well in team environment; Ability to work in a dynamic, fast paced environment (preferred)
- Travel: Yes, 10% of the Time
- U.S. Citizenship is required for all positions with a government clearance and certain other restricted positions
