Program Manager

• Oversee Devens water and wastewater systems through operations and maintenance contractor management
• Monitor contractor performance and contract compliance
• Manage permits, inspections, regulatory reporting, and environmental compliance programs
• Develop expertise in Devens utility infrastructure, operating requirements, and regulatory calendar
• Provide owner's oversight for water and wastewater capital improvement projects, including design review, contractor coordination, scheduling, budgeting, and delivery
• Oversee Cross Connection Control and Industrial Pretreatment Programs
• Monitor system performance, infrastructure conditions, and operational data for continuous improvement
• Review engineering studies, vendor recommendations, construction plans, and system capacity
• Prepare and manage RFPs, scopes of work, technical specifications, and contractor deliverables
• Analyze operational, financial, customer billing, and utility performance data
• Establish processes for permits, inspections, projects, budgets, contractor performance, and regulatory deadlines

Utilities Program Manager

• Lead the collection, organization, validation, and tracking of program information and key performance indicators (KPIs) across all TDI districts.
• Develop and implement clear, efficient processes for gathering quantitative and qualitative information from TDI Fellows, partners, and internal stakeholders.
• Analyze program data to identify trends, measure outcomes, evaluate impact, and provide actionable insights.
• Create reports, dashboards, presentations, case studies, resource libraries, and other materials that communicate program progress and impact.
• Produce compelling, data-driven content to highlight TDI's impact.
• Improve reporting workflows and support the implementation of new performance measurement tools.
• Identify opportunities to strengthen data quality, consistency, and reliability across the TDI portfolio.
• Manage contracts and oversee consultant work products as needed.

TDI Program Manager

General Counsel

• Provide legal advice and counsel to the Executive Vice President of Devens, Agency officers and staff, department heads, and, as appropriate, members of the Board of Directors on a broad range of legal issues arising from Devens operations.
• Serve as legal lead on contracts and transactional matters, including drafting, reviewing, and negotiating agreements related to procurement and public bidding, intergovernmental agreements, and other operational contracts.
• Advise on tax assessment and related municipal matters affecting Devens.
• Provide legal support on real estate and development matters in collaboration with Agency counsel, including: Agency solicitations (RFPs, RFQs, RFEIs and related procurement processes) Real estate transactions and development agreements (including land disposition agreements, purchase and sale agreements, leases, easements, licenses, rights of entry, deeds, development services agreements, and related documents) Zoning, land use, permitting, environmental compliance, regulatory matters, entitlements, and Land Court proceedings.
• Advise on Devens Utilities matters, including infrastructure projects, third-party service contracts, rate-setting, customer disputes, bankruptcy and delinquent accounts, and development and maintenance of utility terms and conditions.
• Support legislative, regulatory, and policy initiatives, including drafting and reviewing legislation, advising on statutory authority, interpreting bylaws, ordinances, resolutions, and policies, and supporting regulatory promulgation under Massachusetts General Laws Chapter 30A.
• Provide legal support on employment and labor matters affecting Devens personnel.
• Conduct legal research and monitor emerging legal and regulatory developments impacting Agency operations.
• Manage outside counsel relationships in consultation with the General Counsel.
• Develop and deliver training and guidance to internal stakeholders on legal, compliance, and governance matters.
• Perform other duties and special projects as assigned by the General Counsel.

Counsel

Bookkeeper

• Process invoices, purchase orders, wire transfers, and weekly check runs to ensure timely vendor payments.
• Review and verify invoices for accuracy and compliance with Agency policies and procedures.
• Enter and approve purchase order requests and accounts payable transactions within the financial system.
• Prepare pre-check registers for review and approval by the Accounting Supervisor.
• Respond to vendor and customer inquiries, maintain vendor records, collect W-9 information for 1099 processing, and assist with the month-end accounts payable and accounts receivable close.
• Manage daily accounts receivable activities, including collections, posting cash receipts, preparing bank deposits, and resolving outstanding account issues with internal departments.
• Prepare customer invoices, account adjustments, refunds, rebills, and bad debt write-offs as needed.
• Coordinate monthly utility billing and collections with the Utility Department.
• Prepare Municipal Lien Certificate (MLC) requests in coordination with the Assessor's Office.
• Maintain accurate customer and financial records by updating agency databases and performing data entry into financial systems, including Great Plains and UMS.
• Assist with special projects and other tasks as assigned to ensure the efficient operation of the Finance Department.

Accounts Payable/Accounts Receivable Coordinator

Vice President

• Originate, evaluate, structure, underwrite, and negotiate commercial loans, loan guarantees, and other financing solutions that support business growth across Massachusetts.
• Manage transactions through the full lending lifecycle, including credit analysis, approval, commitment, documentation, closing, and ongoing portfolio management.
• Prepare and present financing requests to the Credit Committee, senior leadership, and Board of Directors.
• Analyze borrower financial statements, assess creditworthiness and risk, and monitor portfolio performance through annual reviews, covenant compliance, and ongoing risk assessments.
• Review loan and construction advance requests to ensure consistency with approved loan terms and Agency requirements.
• Build and maintain relationships with borrowers, banks, referral sources, and public and private sector partners to identify financing opportunities and expand access to capital.
• Collaborate with financial institutions on participations, guarantees, and co-lending arrangements.
• Maintain accurate loan and borrower records and contribute to financial reporting, budgeting, forecasting, and analytical presentations.
• Represent MassDevelopment at industry events, conferences, and community engagements while promoting the Agency's products and programs.
• Support special projects and perform other duties as assigned.

Vice President – Lending

• Originate, evaluate, underwrite, structure, and process small business loans, loan guarantees, and other credit products that support MassDevelopment's economic development mission.
• Meet with prospective borrowers and lending partners to assess financing needs, analyze financial condition and credit risk, and recommend appropriate lending solutions.
• Analyze financial statements, cash flow, collateral, and other risk factors; prepare written credit recommendations and present financing requests to delegated approval authorities.
• Structure loan and guarantee transactions in accordance with credit policies, program requirements, risk tolerances, and regulatory standards.
• Manage transactions through the full lending lifecycle, including application review, underwriting, approval, documentation, closing, servicing, renewals, and modifications.
• Collaborate with Business Development, Credit, external lenders, and other stakeholders to identify opportunities, structure transactions, and expand access to capital for small businesses.
• Develop and maintain relationships with borrowers, lending institutions, referral sources, and community partners, with a focus on supporting mission-driven lending initiatives and underserved communities.
• Monitor portfolio performance, including covenant compliance, risk ratings, borrower performance, and ongoing credit quality, while maintaining accurate loan documentation and credit files.
• Utilize Agency systems and technology to process applications, maintain records, coordinate closings, and support reporting requirements.
• Identify opportunities to improve underwriting processes, workflow efficiency, and credit decision-making practices while staying current on industry trends, lending programs, and regulatory requirements.
