Director

• Responsible for all aspects of the quality program for a business unit within a Strategic Business Unit (SBU) including strategic planning, program development and leadership, and staffing.
• Serves as a member of the management team in designing, implementing, and monitoring quality operations with well defined processes.
• Uses performance measurement as the foundation for quality and process improvements.
• Responsible for performance measurements and analytics, customer reporting, client delegation activities, policies and procedures, quality of care concerns tracking, accreditation preparation, and coordination of satisfaction surveys.
• Represents the quality program to customers and regulatory entities on quality operations and performance achievement.
• Directs and supervises proactively the quality department and projects to meet unit goals for the quality program.
• Ensures that quality improvement studies and activities are conducted with appropriate feedback from customer organizations, assigned departments, and member and provider input.
• Serves as liaison with department managers to ensure that needs are met for internal and external reporting and analytics and the development of decision support tools.
• Oversees internal and external audit procedures to meet customer requirements, accreditation standards and goals of the assigned business unit.
• Serves as co-chair of the unit's Quality Improvement Committee and provides oversight of committee documentation (as applicable).
• Assists Learning Department in development and presentation of CQI and compliance training programs for staff and customers.

Director, Quality – Healthcare

Operations

• Works directly with members and non-members to ensure access to assistance in completing eligibility and redetermination screenings.
• Conducts eligibility screenings determining eligibility for state funding and GPRA assessments.
• Supports operations with administrative functions to assist departments such as clinical operations, network, compliance, and quality.
• Manages daily task lists in TruCare for eligibility screenings.
• Facilitates referrals for members no longer meeting eligibility requirements.
• Documents all actions in the centralized record system in a timely manner.
• Makes recommendations for policy and procedure improvements.

Eligibility Screener, Operations Support

• This position will provide coverage in short-term, surge and on demand situations resulting from the Military needs such as a post-deployment event or to cover an existing assignment for counselors who are absent.
• Primary responsibilities include the full breadth of personal financial counseling services to military service members and their families at military installations.
• Services include education and counseling addressing financial services that may include, but are not limited to, one-on-one counseling, consultation with a commander or with another provider or staff, conducting briefings and presentations, or providing referral resources to a participant outside the context of a counseling session.
• Works closely with the installation and military branch Points of Contact (POC) to assure that the program is provided within scope and meets the needs of the installation.
• Provides personal financial counseling and management services directly to service members and their families.

• Possess the skills to effectively utilize virtual counseling or other electronic modes of communication, such as web based, secure online chat, or video-based communications and secure video teleconference sponsored by the customer.
• Manages duty to warn situations according to Department of Defense (DoD) protocol.
• Communicates with leadership and participates in regular individual and group supervision, sharing information regarding trends and issues on the installations to which the counselor is assigned.
• Participates in regular in-services/training, quality improvement committees or other contract activities as assigned/appropriate.

Personal Financial Counselor

• Provides the full breadth of MFLC consultation and counseling services to the command structure and military service members and their families at military installations.
• Responsible for providing MFLC services including non-medical, short-term, walk-around counseling, training/health and wellness presentations, and consultation to installation command regarding behavioral health issues with an understanding of the military unit, cultural and mission.
• Works closely with the Regional Supervisor/Regional Director, installation, and military branch Points of Contact (POC) to assure that the program is provided within scope and meets the needs of the installation.
• Provides non-medical, short-term, solution focused, walk-around counseling directly to eligible service and family members at assigned primary and secondary locations.
• Services include assessment, brief counseling and consultation, action planning, referral to resources (assuring linkage as appropriate), and follow-up as indicated.
• Delivers training and health and wellness presentations, participates in health fairs and other base/installation activities as requested/directed.
• Enters counselor activity data daily through smart phone, or web application, to assure that reporting is accurate from assigned installation, while maintaining client/service member confidentiality.
• Consistently visible within the brigade/regiment which allows MFLC services to be accessible.
• Establishes and maintains working relationships with community resources and provides appropriate linkages for service members and their families.
• Partners with POC to provide MFLC services in a manner that addresses the needs of the installation.
• Develops an effective and professional working relationship with the installation POC.
• Provides MFLC response to critical incidents, surge and on demand events, and special requests as directed by the POC and approved by the Office of Secretary of Defense (OSD) program manager.
• Counselor will flex schedule to respond to urgent requests as needed or at the request of the Regional Supervisor/Regional Director.
• Manages duty to warn and restricted reporting situations according to Department of Defense (DoD) protocol and staffs the cases with Regional Supervisor/Regional Director.
• Communicates with Regional Supervisors and participates in regular individual and group supervision, sharing information regarding trends and issues on the installations to which the counselor is assigned.
• Participates in regular in-services/training, Quality Improvement committees or other contract activities as assigned/appropriate.
• Participates in initiatives, studies, and pilot programs as directed by the customer and/or Magellan.

Military and Family Life Counselor – Adults or Children
