• Serve as the primary ER resource for your assigned region, managing complex and varied employee relations issues across clinical and administrative staff populations

• Support onboarding, offboarding, and the new hire experience for employees within your assigned markets
• Track and analyze people metrics and ER trends for your region, surfacing insights and recommending proactive interventions
• Contribute to Harbor Health People Operations projects, policy development, and cross-functional HR initiatives
• Participate in People Operations team planning and represent your regional perspective in broader HR strategy conversations

Human Resources Business Partner

Director

• Lead end-to-end product development and benefit design for IFP and employer-sponsored health plans, from concept through operationalization
• Own plan design decisions, ensuring benefit structures are competitive, compliant, and aligned with Harbor Health's payvider model and member-centered approach
• Serve as the primary liaison across internal teams — including Operations, Clinical, Network, Actuarial, and Regulatory — to align on product intent and operational structure
• Coordinate with external vendors and partners to ensure benefit and product strategies are communicated clearly and executed effectively
• Translate complex plan design concepts into clear operational guidance for cross-functional teams
• Monitor regulatory and market changes impacting IFP and employer products and proactively adjust product strategies as needed
• Support the development of scalable processes and documentation as Harbor Health grows its product portfolio
• Partner with Actuarial on pricing inputs and with Regulatory on filing and compliance requirements

Health Plan Benefit Director

Supervisor

• Lead the complaint resolution function, overseeing a team of resolution specialists
• Ensure resolution processes are consistent, compliant with HIPAA, CMS, TDI, and internal policy standards, and continuously improving
• Serve as the primary cross-functional liaison between the contact center, Legal, Compliance, Quality Assurance, and Operations
• Act as the final escalation point for the most complex and sensitive member issues
• Direct and supervise team research and analysis of all incoming member and provider complaints to determine root causes and appropriate corrective actions
• Develop, implement, and continuously refine resolution methodologies and SOPs for complex member issues
• Maintain integrity of the complaint tracking system; ensure all complaint details, investigation steps, resolutions, and follow-up activities are documented
• Ensure all complaint-handling procedures adhere to internal policies and applicable regulations
• Design and manage proactive member and stakeholder follow-up processes to confirm resolution satisfaction and mitigate issue recurrence
• Generate and formally present comprehensive reports on complaint trends, resolution cycle times, and compliance metrics to senior leadership
• Develop and oversee the contact center QA program, including call monitoring, transaction review, scoring calibration, and SOP maintenance

Supervisor, Escalation

System Administrator

• Act as the onsite lead for bringing new clinics onto Harbor's IT stack, including networking, desktop services, telephony, and clinical endpoints
• Oversee site IT builds, clinic cutovers, and post-go-live stabilization
• Manage imaging, deployment, and lifecycle of desktops, laptops, printers, and clinical devices
• SaaS system administration and account lifecycle management
• Apply Harbor's configuration standards and patching practices in coordination with IT and Security
• Handle elevated (Tier 3+) support work routed from the IT Service Desk
• Partner with vendors and IT leadership to maintain reliable, secure clinic networks
• Troubleshoot connectivity, telephony, and device escalations
• Maintain asset inventories and ensure accurate equipment tracking across all sites
• Support endpoint security, enforce security protocols, and maintain secure configuration practices

• Operate independently on clinic integration projects from scoping through go-live
• Balance project responsibilities with day-to-day support and operations

• Provide timely updates and feedback to ensure continuity across the team

Regional IT Systems Administrator

Financial Planning and Analysis

• Partner with business leaders across clinical operations, network, growth, and product to evaluate new business ventures, geographic expansion, payer partnerships, and product extensions
• Build defensible business cases that hold up under scrutiny from the executive team, the board, capital partners, and regulators, grounded in real unit economics rather than directional math
• Develop and own scenario and sensitivity analyses that pressure-test the assumptions executives are about to bet the company on
• Lead the financial design and operational stand-up of zero-to-one initiatives, from blank-page business model through pilot economics through scale-up plan
• Build the analytical scaffolding (data structures, KPIs, reporting cadences) for businesses or product lines that do not yet exist
• Partner directly with the CFO on M&A and corporate development opportunities, from initial screening through diligence through integration planning
• Build acquisition and partnership models, run diligence workstreams, and develop point-of-view memos for executive and board discussion
• Support capital raising and strategic financing workstreams, including investor materials, lender presentations, and term sheet analysis
• Partner with the VP of FP&A on business planning, and step in on select monthly close activities as needed
• Translate complex analyses into clear recommendations and synthesize them into board-ready materials
