About the role
- Guidehouse is seeking a Human Capital Manager with a background in human resources for cyber security and/or DoD IT community
- Support a DDI team dedicated to advancing the mission of the Department of Defense (DoD) Chief Information Officer (CIO)
- Serve as HR and excepted services subject matter expert for the DoD CIO’s Cyber Excepted Service (CES) sub-directorate
- Advise clients, oversee project deliverables, and interact with the client daily to ensure engagement success
- Support day-to-day operational meetings with client sponsors and consulting leaders
- Manage teams, advise clients, and create effective reports and presentations for the client and internal executives
- Provide technical advice and guidance on an array of CES related HR matters to DoD Component leaders, HR offices, and the general workforce
- Advise on procedural and regulatory requirements governing the CES recruitment process and assist CES component stakeholders through staffing
- Review and verify justifications for special salary rates, recruitment bonuses, retentions, allowances, and other authorities
- Review and provide input to development/revision of CES staffing related policies, develop supplemental guidance, issue papers, and oversight products
- Research and evaluate interrelationships between federal personnel systems (e.g., GS, FWS, DCIPS, Demonstration Projects)
- Research and draft responses to component inquiries and assist coordinating staff actions across the WID staff
- Assist Government Leadership staff with stakeholder communications and coordination
- Coordinate joint efforts with other groups/offices and maintain accountability of assigned tasks
- Prepare and assist in development of briefings, multimedia presentations, white papers, and informational memoranda
Requirements
- An ACTIVE and MAINTAINED "SECRET" Federal or DoD security clearance
- Must be able to OBTAIN and MAINTAIN a Federal or DoD "TOP SECRET/SCI (TS/SCI)" security clearance once onboard
- Master’s Degree in a HR-related field
- FIFTEEN (15) or more years of Federal and/or HR Experience (preferably with excepted service for DoD and federal civilian employees)
- Demonstrated expert knowledge and experience in Recruitment and Staffing to support management and oversight of civilian personnel systems
- Expert knowledge of Title 5, Title 10, and Department of Defense personnel policies
- Excellent communication skills, both written and verbal, across all levels of business
- Strong analytical and problem-solving skills
- Advanced proficiency with common office software tools (e.g., MS Office: Word, Excel, PowerPoint)
- Ability to lead several tasks simultaneously, prioritize and plan work activities while meeting respective deadlines
- Highly motivated professional and capable of managing demanding workload while prioritizing and managing competing priorities
- Ability to work independently on projects, from conception to completion
- Comfortable in a fast paced/dynamic environment
- Ability to work onsite at client location(s)
- Ability to travel as needed
- (Nice to have) An ACTIVE and MAINTAINED "TOP SECRET/SCI (TS/SCI)" Federal or DoD security clearance
- (Nice to have) TEN (10) or more years of experience in cyber, policy, or a related field
- (Nice to have) TEN (10) or more years of experience consulting for government clients, particularly for DOD clients
- (Nice to have) ONE (1) or more certifications in cyber, policy, or a related field
- (Nice to have) Proficiency in data analysis and visualization tools (e.g., Power BI, Tableau)
- (Nice to have) Experience developing and redesigning processes to meet evolving business requirements
- (Nice to have) Strong interpersonal skills with the ability to effectively communicate with stakeholders at all levels
