About the role
- Serve as a Senior Business Analyst on a major government IT modernization program
- Manage day-to-day operations and provide functional expertise for finance, operations, human capital, customer, and GRC areas
- Oversee design, development, deployment, operations and maintenance (O&M) of federal budget and execution processes
- Participate in the improvement of financial and budgetary business processes
- Serve as the primary point of contact to the client for scope, performance and execution of SOW tasks
- Provide clear, routine and effective communication between project and client teams
- Critically review, analyze, and evaluate business systems and user needs and produce proposals, documentation, and deliverables
- Facilitate stakeholder discussions to clarify scope
- Work closely with product owners and managers to convert business use cases into actionable development tasks
- Write user stories and ensure stories and tasks are complete prior to sprint planning
- Produce documentation: technical requirements, functional specifications, data flow diagrams, high-level test cases, requirements traceability matrices, flow charts, wireframes/mockups, user stories, and use case documentation
- Conduct presentations and communicate product features to technical and non-technical audiences
- Coordinate with developers and technical teams on service ticket management, fixes and enhancements
- Utilize project management best practices, create/deliver executive reporting, and manage issue/risk/change management
- Build strong working relationships, resolve client and team challenges, and mentor less-experienced staff
Requirements
- US Citizenship or Authorization to work within US
- Ability to obtain and maintain a federal Public Trust
- Bachelor’s degree
- Minimum THREE (3) years of experience as a Business Analyst working on agile software development projects
- Understanding of the agile SDLC
- General understanding of web technologies
- Knowledge and experience with Microsoft Professional Suite (Word, Excel & PowerPoint)
- Strong experience with modeling software such as Visio, Draw.io, or equivalent
- Experience working on, coordinating, and communicating on cross-team initiatives
- Experience with integration and customization of COTS products
- Familiar with information technology architecture, governance, and data exchange
- Proficient with presentation and web communication tools
- Ability to communicate complex technical problems to a non-technical audience
- Strong interpersonal, communication, and leadership skills
- Ability to organize and manage multiple priorities
- Customer service oriented
- Passion and drive for learning new technologies and practices
- Ability to maintain a big-picture vision while defining very detailed requirements
