QA Engineer

• Guide and manage outreach department and outreach efforts
• Interviewing, hiring, and training new direct reports
• Directly supervise Quality Assurance supervisor
• Oversee implementation Quality Assurance policies and practices
• Stay updated on current Quality Assurance and Quality Improvement trends
• Oversee responses to service quality concerns
• Investigate and formally respond to whistleblower complaints
• Oversee development and implementation of relevant GGRC staff and/or service provider trainings
• Attend Community Care Licensing (CCL) meetings as needed
• Directly Supervise the Quality Improvement and Risk Analysis Specialist
• Represent GGRC on the DDS Regional Management Advisory Committee
• Chair GGRC Risk Management Committee
• Ensure ongoing Residential Services Orientation
• Provide support for process improvement across the Community Services Department
• Adhere to HIPAA and other confidentiality requirements

Quality Assurance Manager

Bilingual

• Early Start does the needs assessment and works with the families of clients aged 0 - 3 to develop, implement, and coordinate the client’s Family Service Plan
• Meet with clients/families and conduct a needs assessment
• Develop action plans for community resources and referrals
• Provide information to families and community agencies regarding GGRC and services available
• Partner with families to problem solve and build on family strengths and natural supports
• Monitor child’s developmental status and provide developmental activities to enhance development
• Provide intake services and crises management as needed
• Act as an advocate with client/family to assure receipt of entitled services and achievement of client’s rights
• Educate clients/families on available resources and support and on specific policies/programs such as Medicaid Waiver and Institutional Deeming
• Review and ensure that clients receive appropriate services from existing community resources
• Evaluate availability and effectiveness of services
• Research available community resources and services
• Initiate referrals and monitor progress of referrals and of vender services
• Participate in community meetings and activities
• Maintain client records, case and Title XIX Progress notes as required
• Determine eligibility for further GGRC services
• Coordinate transition from Early Start services to local school districts or other community programs
• Prepare Special Incident Report and other reports and forms
• Ensure compliance with program’s policies and procedures as set forth by the State of California

Accounts Payable

• Verify details of vendors’ billing information from vendor and make adjustment if needed
• Verify invoice data and reconcile billing hours against authorized hours, service month and signature
• Generate Turnaround invoices to vendors
• Generate monthly Provider checks
• Ensure that the monthly check run is completed on-time and without discrepancies
• Analyze, research and collect any possible overpayment
• Follow up and ensure state law required documents as backup for payment
• Prepare manual checks, mail manual and computer generated checks and invoices with flyers
• Mail annual 1099 forms
• Update and maintain hold check list and check log
• Prepare/analyze reports
• Prepare fund transfer requests and bank transmittals
• Train new electronic billing and electronic attendance vendors
• Perform filing, filing maintenance, and file purging duties
• Prepare and complete vendors’ audit confirmation letter
• Prepare tax levy, consignment and audit materials
• Prepare annual rollover for authorization units
• Prepare information for internal audit and state audits
• Communicate and resolve issues with vendors, staffs, and management
• Fill in numerous functions within the department as needed
• Interact with and assist other internal units
• Participate in special projects and assist with additional duties or tasks as assigned
• Maintain all individual information as confidential in compliance with the federal Health Insurance Portability and Accountability Act of 1996 (HIPPA) and the California Lanterman Act
