Capture Manager

• You will identify, qualify, and shape winnable opportunities across federal contracting vehicles including IDIQs, GWACs, BPAs, and small business set-asides.
• You will lead the strategy, drive competitive analysis, activate teaming relationships, and guide the development of compelling win themes.
• You will interface directly with government customers during market research, RFI, draft RFP, and Q&A phases.
• You will bring clarity to ambiguity and move fast to position Essnova ahead of each procurement cycle.
• You will hand off fully captured opportunities to the proposal team, ensuring compliance matrices, technical solutions, and teaming documentation are complete and airtight.
• Lead high-priority captures from opportunity identification through post-submission debriefs, ensuring alignment with Essnova’s growth goals and customer needs.
• Aggressively position Essnova’s GSA OASIS+ (five domains), GSA MAS, and 8(a) STARS III vehicles to pursue and win complex task orders and IDIQs, especially in federal civilian and defense markets.
• Build and mature a robust pipeline of strategic pursuits using tools such as SAM.gov, GovWin, and FPDS, and ensure visibility and accuracy through meticulous CRM tracking with HubSpot, AI, or otherwise.
• Lead the development of capture plans, win themes, competitive assessments, pricing strategies, and customer engagement plans. Collaborate cross-functionally to define differentiators and solution architectures that resonate with evaluators.
• Cultivate and maintain strong relationships with federal contracting officers, program managers, and industry partners. Lead outreach to potential teammates and negotiate teaming agreements (TAs) and NDAs.
• Partner with proposal teams and technical SMEs to translate capture strategy into compelling, compliant proposals. Actively contribute to color team reviews and serve as the voice of the customer throughout.
• Lead research and analysis of customers, incumbents, and key trends to inform pursuit decisions and optimize win probability.
• Ensure adherence to FAR, DFARS, and capture management best practices, including Shipley or APMP-aligned methodologies.

Proposal Manager

• Hands on technical & management narrative development— craft compelling sections that showcase Essnova’s core capabilities in AI, mission support, environmental services, and data modernization.
• Full lifecycle proposal ownership— drive the Shipley style process from RFP analysis and kickoff through compliant, on time submission across 7–10 concurrent pursuits.
• Win strategy leadership— extract differentiators from SMEs, create crisp win themes, and align every section to evaluation criteria.
• AI powered efficiency— leverage HubSpot, GovWin, SharePoint, and generative AI/RAG platforms to accelerate cycles and sharpen content.
• Bid/no bid guidance— deliver rapid gap, risk, and Pwin analyses that inform executive decisions.
• Team coordination— lead internal SMEs, program managers, contracts/pricing specialists, and external teaming partners; orchestrate color team reviews; and switch fluidly between Proposal Manager and Proposal Developer roles as volume dictates.
• Continuous improvement— own and evolve compliance matrices, pricing narratives, graphics briefs, and playbooks so our pursuit engine scales effortlessly.
• After hours commitment— support proposal development outside standard business hours when deadlines require.

Proposal Manager, Writer – Federal, GovCon

Technical Program Manager

• Provide program management services, including: monitor project progress, identify risks, and proactively address issues to keep the program on track and within scope.
• Develop and deliver comprehensive project status reports and presentations to senior leadership and project sponsors.
• Develop and maintain project plans for creating strategic frameworks and defining IT roles, competencies, training, and career paths.
• Collaborate with stakeholders across the customer’s agency to gather requirements and insights into current and future IT program needs.
• Conduct job analysis and the evaluation of IT workforce core competencies, skills, and qualifications required for role types from industry best practices.
• Collaborate on the establishment of guidelines for job descriptions, career paths, promotion criteria, and performance evaluation.
• Partner with agency cross-functional departments to integrate program deliverables within agency strategic initiatives and report on outcomes.
• Lead communication and change management efforts to ensure understanding and buy-in from all aligned stakeholders.
• Minimum of two years formal classroom instruction with a background in instructing interactive computer systems.
• Knowledge of DOD cost engineering processes is a plus.
• This individual shall act as an instructor for training courses.
• This individual shall be competent in the requirements of Corps of Engineers System Training Requirements: Approach to Training (COESAT) program and ensure all material meets those requirements.
• This individual shall access MII and become familiar with all available functions in depth in order to teach students how to use all functions within MII.
• Ensure all training materials meet federal agency standards and requirements including USACE COESAT for TRACES, as well as DAU and OPM guidelines for other programs.
• Design, develop, and deliver technical training for various federal enterprise systems including TRACES applications (MII, HII, ACF, TEP), cost engineering platforms, financial management systems, IT service management tools, and other mission-specific applications.

• Design comprehensive CX measurement programs incorporating multi-mode survey administration, real-time feedback systems, and voice-of-customer analytics
• Lead end-to-end survey program development from initial concept through OMB clearance, fielding, analysis, and continuous improvement
