Oversee execution of capture activities for all major pursuits ($50M+), ensuring consistency, quality, and alignment with corporate strategy.
Establish enterprise-wide capture standards, processes, and best practices that strengthen win probability and governance discipline.
Partner with Business Development Executives, Growth Operations, Proposal Management, Finance, and Business Unit leadership to ensure seamless pursuit execution.
Ensure timely and effective gate reviews, providing executive-level recommendations on pursuit qualification and resource investment.
Drive development of innovative and executable win strategies, price-to-win analyses, teaming approaches, and solution positioning.
Maintain visibility across all high-value opportunities in the pipeline, ensuring opportunity health, accurate CRM data (ServiceNow), and readiness for internal/external reviews.
Lead customer and partner engagement strategies, fostering trusted relationships that strengthen Empower AI’s competitive positioning.
Ensure capture managers effectively run Black Hat/Color Team reviews and integrate lessons learned and insights into pursuit strategies.
Oversee proposal readiness, ensuring capture inputs drive compliant, compelling, and winning proposals from Pink Team through Gold Team.
Partner with Pricing and Finance to integrate pricing strategy, ROI, and risk mitigation planning into capture execution.
Provide regular capture performance updates, pipeline health metrics, and executive briefings to the Chief Growth Officer and senior leadership.
Serve as a key advisor to the Growth leadership team on corporate pipeline strategy, investment priorities, and competitive positioning.
Requirements
Extensive knowledge of the federal acquisition lifecycle (DoD and civilian agencies)
Bachelor’s degree in Business, Engineering, or related field required; Master’s degree preferred
15+ years of experience in federal business development and capture management, with at least 7 years in leadership roles
Proven record of building and managing teams responsible for delivering $1B+ pipeline targets
Demonstrated success in leading and winning complex capture efforts valued at $100M+ in prime contract awards
Strong track record building and leading high-performing capture organizations in the federal contracting space
Proven ability to drive disciplined capture governance and instill process rigor across teams
Exceptional communication and executive briefing skills, with the ability to influence senior leaders, customers, and partners
Strong financial and business acumen with expertise in integrating price-to-win, ROI, and risk-based analysis into capture strategy
Proficiency in pipeline management and capture tools (ServiceNow CRM, GovWin, and related systems)
Ability to balance strategic leadership with hands-on involvement in priority pursuits
