About the role

  • Lead Empower AI’s enterprise-wide capture organization and capture managers for high-value federal opportunities.
  • Oversee execution of capture activities for major pursuits ($50M+), ensuring consistency, quality, and corporate alignment.
  • Establish enterprise-wide capture standards, processes, and best practices to strengthen win probability and governance.
  • Partner with Business Development Executives, Growth Operations, Proposal Management, Finance, and Business Unit leadership for seamless pursuit execution.
  • Ensure timely gate reviews and provide executive recommendations on pursuit qualification and resource investment.
  • Drive development of win strategies, price-to-win analyses, teaming approaches, and solution positioning.
  • Maintain visibility and health of high-value opportunities in the pipeline and ensure accurate CRM (ServiceNow) data.
  • Lead customer and partner engagement strategies to strengthen competitive positioning.
  • Ensure effective Black Hat/Color Team reviews and integrate lessons learned into pursuit strategies.
  • Oversee proposal readiness and ensure capture inputs drive compliant, compelling proposals.
  • Partner with Pricing and Finance on pricing strategy, ROI, and risk mitigation.
  • Provide regular capture performance updates and executive briefings to senior leadership.
  • Serve as key advisor on corporate pipeline strategy, investment priorities, and competitive positioning.

Requirements

  • Extensive knowledge of the federal acquisition lifecycle (DoD and civilian agencies).
  • Bachelor’s degree in Business, Engineering, or related field required; Master’s degree preferred.
  • 15+ years of experience in federal business development and capture management, with at least 7 years in leadership roles.
  • Proven record of building and managing teams responsible for delivering $1B+ pipeline targets.
  • Demonstrated success in leading and winning complex capture efforts valued at $100M+ in prime contract awards.
  • Strong track record building and leading high-performing capture organizations in the federal contracting space.
  • Proven ability to drive disciplined capture governance and instill process rigor across teams.
  • Exceptional communication and executive briefing skills, with the ability to influence senior leaders, customers, and partners.
  • Strong financial and business acumen with expertise in integrating price-to-win, ROI, and risk-based analysis into capture strategy.
  • Proficiency in pipeline management and capture tools (ServiceNow CRM, GovWin, and related systems).
  • Ability to balance strategic leadership with hands-on involvement in priority pursuits.
  • Physical Requirements: Communicate verbally in person and over the phone; respond to verbal communications effectively.
  • Physical Requirements: Communicate clearly and succinctly in writing, primarily utilizing a keyboard.
  • Physical Requirements: Engage in intermittent physical activity, including bending, reaching, lifting, filing, and prolonged periods of sitting.
