We are seeking a detail-oriented and proactive Payroll and Benefits Compliance Specialist to manage critical functions at the intersection of payroll, benefits, and tax compliance. This role ensures accurate reconciliation of health insurance benefits with payroll deductions, oversees the setup and maintenance of state tax agency accounts, and liaises with federal agencies such as the IRS to resolve treasury offset inquiries.
The ideal candidate will have proven experience in payroll, benefits administration, or tax compliance, with a strong understanding of federal and state payroll tax regulations. They should possess excellent analytical and problem-solving skills, along with effective communication abilities, particularly when interacting with government agencies. Proficiency in Microsoft Excel is essential. Experience managing multi-state payroll and benefits systems, as well as familiarity with IRS procedures and treasury offset programs, is highly desirable.
Equipment/Systems: This position utilizes all Microsoft Office applications (especially Excel), JAMIS ERP and UKG (payroll processing software).
Required Education and Experience – Bachelor’s degree/Associates Degree/Technical Certification (Business Administration) or 1-3 years payroll or HR experience.
Preferred Education and Experience – 1-3 years Tax and/or Benefits management.

Requirements
Benefits Reconciliation:
Reconcile employee health insurance enrollments and premiums with payroll deductions.
Investigate and resolve discrepancies between benefit provider records and payroll systems.
Collaborate with HR and benefits administrators to ensure accurate employee coverage and deductions.
Code, record and pay benefits invoices monthly.
Tax Account Management:
Establish and maintain state tax withholding and unemployment insurance accounts across multiple jurisdictions.
Monitor compliance with state-specific tax regulations and filing requirements.
Coordinate with payroll providers and state agencies to ensure timely and accurate reporting.
Quarterly Tax Package Reconciliation
Federal Agency Liaison:
Contact the IRS to obtain information and resolve issues related to treasury offsets.
Maintain documentation of communications and resolutions with federal agencies.
Support internal teams with guidance on federal tax matters impacting payroll.
Audit and Reporting:
Conduct regular audits of payroll and benefits data to ensure accuracy and compliance.
Prepare and submit reports to internal stakeholders and external agencies as required.
System Integration and Maintenance:
Support the integration of payroll and benefits systems with HRIS platforms.
Troubleshoot system issues and coordinate with vendors or IT teams for resolution.
