Project Manager

• Acts as the point of contact with Federal project representatives for the performance of all work under assigned Contracts and Task Orders.
• Leads operational aspects of projects to include cost, schedule and technical performance management; personnel and subcontractor management; safety; and other related operations activities.
• Completion of detailed quantity take-offs and develop unit price and hard bid estimates for competitive and sole source negotiated construction projects. (Project size: $20K - $20M).
• Capability to develop and maintain multiple cost-loaded CPM project schedules, updates and reports as needed based on the Federal contract.
• Draft subcontract agreements with scopes of work; manage subcontractors; ensure that work is completed in a timely manner to meet the overall project schedule as well as ensure that all in-scope work is completed within the given budget.
• Communicate with onsite field personnel regarding project status, work underway, upcoming and completed activities.
• Interacts and communication with Architectural and Engineering Firms on multiple design bid build and design build projects.
• Manages expectations and relationships with the client senior leadership, company senior management and project teams.
• Performs continuous review of project performance results and interfaces with client to address status, operational issues, and metrics in a timely manner.
• Defines and establishes the project organization and project staffing requirements.
• Identifies resources required for the project and oversees employee selection, hiring, and development.
• Leverages the full range of corporate resources to improve service delivery.
• Ensures work is executed in accordance with company practices and values and client specifications.
• Communicates with the corporate office on all matters related to contract execution and performance such as personnel safety, deliverables, personnel issues (to include staffing performance), contract task conflicts, contract scope, contract financials, etc.
• Holds responsibility for the projects profit and loss.
• Provides leadership, direction, and necessary resources to ensure successful and effective contract performance in all areas including safety; quality of work; cost productivity; compliance with established procedures; timeliness; accuracy; and cooperation.
• Capable of drafting and submitting USACE EM385 1-1 compliant Accident Prevention, Quality Control and Environmental Plans for individual projects.
• Exercises sound business practices/methods; ensure all business activities are following all corporate policies/procedures and contract requirements; are carried out in a legal and ethical manner, and in compliance with applicable laws and regulations; and are in accordance with good corporate safety practices.
• Assists Proposal team in developing and responding to Federal construction solicitations, Requests for Proposal(s), (RFP), and Requests for Quote(s), (RFQ).

• Analyze and assess current procurement processes, identifying areas for enhancement and efficiency.

• Support integration efforts with other SAP modules such as SD, PP, and PM, to provide a seamless user experience.

SAP Procurement, MM

Operations

• Track task order information and requirements coordinating directly with operational and company functional support teams. Collaborate with customer program managers to ensure task order requirements are understood, organized and executed to exceed customer needs.
• Ensure all contractor staff comply with timekeeping requirements, including daily recording of time and acquiring government customer concurrence for invoicing purposes.
• Keep track of the status of all open positions until filled through communication and coordination with corporate recruiting, HR, Security and customer program offices.
• Work with program managers to track all document deliverables. This includes preparing and managing delivery of Task Order deliverables and managing those on a centralized web portal.
• Coordinate, schedule, and host virtual meetings with Program Office. Manage meeting coordination to include setup, documentation of meeting discussions and tracking of all site/Task Order level actions to completion.
• Coordinate with both internal and external groups to organize day one coordination of new hires. This may include working with each employee or task order customers to meet program specific training or day one operational meetings, site level badging and cyber training.
• Coordinate travel for staff on Agency business from initial request, customer travel authorization, travel costs, approvals, and expense submission once complete.
• Responsible for managing program level documentation on an established centralized SharePoint site maintaining strong organization of all program data, processes/procedures, reports, templates and project level tracking across the task orders.
• Providing guidance and instructions to contractor staff to ensure they know and adhere to company policies. Assist staff with questions and regarding company timekeeping, expense reporting, and HR systems.
• Represent the Director of Operations, in Program Office meetings with the customer as necessary.

• Develop, maintain, and enhance strategic financial models to support forecasting, budgeting, long-range planning, and decision-making.
