Develop, interpret, and implement civilian personnel policies, procedures, and guidance in alignment with Department of the Air Force (DAF), Space Force, and federal regulations.
Advise senior leadership on workforce policy issues, ensuring consistency across the field command and compliance with federal HR statutes.
Conduct policy reviews to identify gaps or conflicts and recommend updates to improve efficiency, equity, and mission readiness.
Coordinate with Headquarters Space Force, Air Force Personnel Center (AFPC), and DoD agencies to integrate new legislative or regulatory requirements into command-level HR policy.
Lead working groups or policy forums to assess and improve civilian HR programs.
Direct and oversee HR operations across subordinate units to ensure delivery of comprehensive personnel services (staffing, classification, employee relations, performance management, benefits).
Provide strategic HR consultation to commanders and directors on workforce planning, talent acquisition, retention, and succession management.
Analyze manpower requirements, organizational structures, and position management to ensure alignment with mission objectives and authorized resources.
Serve as senior advisor on complex employee relations matters, including disciplinary actions, grievances, and appeals.
Oversee development and execution of civilian career development programs, training, and employee engagement initiatives.
Establish and manage internal controls to ensure adherence to federal HR laws, DoD/DAF policies, merit system principles, and equal employment opportunity (EEO) requirements.
Lead periodic audits and self-inspection programs to assess compliance with OPM, DoD, and Space Force directives.
Prepare audit findings, corrective action plans, and compliance reports for field command and headquarters leadership.
Monitor HR program performance metrics, identifying risks and implementing mitigation strategies to maintain regulatory compliance.
Serve as the primary point of contact for Inspector General (IG) reviews and external audits related to civilian personnel programs.
Represent the field command at interagency HR forums, working groups, and strategic planning sessions.
Develop and present briefings to senior Space Force leadership on workforce trends, policy impacts, and HR program performance.
Foster a culture of continuous improvement, diversity, and inclusion throughout the command’s civilian workforce.
