Support a team to modernize and institutionally reform Partner Nation military with a focus on organizational change
Facilitate the development of a National Defense Implementation Plan
Develop, document, and disseminate lessons learned and best practices related to electromagnetic signature management
Establish organizations, processes, and doctrine that facilitate and encourage indigenous innovation across the military
Provide subject-matter expertise in human resources development for defense organizations
Remote work with limited travel; anticipated start date 15 Oct 2025; estimated level of effort 130 hours over a 3-month period with potential follow-on work through September 2026
Requirements
Experience in human resources, talent management, or organizational development
Expert knowledge of HRM policy planning in joint defense organizations (Joint Staff or COCOM staff experience highly desired), including developing and implementing HRM policy reforms pertaining to recruitment, retention, career development, civilian-military integration, talent management, and diversity
Experience developing enterprise-level human-centered design/human resource management strategies and policies to meet strategic-level guidance
Able to develop or assess the human resource life cycle system, including recruitment, development, retention, career progression, and the schools/education/training development capabilities available within related careers
Experience in Organizational Change Management
Secret Clearance
Mandarin Chinese Language proficiency
Mandarin Chinese Language Skills (Professionally fluent) (HIGHLY DESIRED)
Experience interacting with Taiwan culture (HIGHLY DESIRED)
Experience with Operations Research/Systems Analysis
Able to interact with senior military and civilian officials in the Partner Nation
Experience leading/working with Cross-Functional Teams
