About the role

  • Coordinate a team of client representatives, consultants, contractors, and intra/interdivisional stakeholders to implement design and construction projects
  • Provide leadership and expertise in administrative, professional practice and technical matters pertaining to architecture and open space design, civil/mechanical/electrical and geotechnical engineering, and building science
  • Verify, validate and prepare project scope and confirm program requirements with client and stakeholders
  • Prepare Request for Proposals, Request for Quotations, and Tender Documents for consultant and contractor selection
  • Evaluate proposals and construction tender documents, conduct consultant interviews and make award recommendations
  • Prepare reports for Standing Committees and City Council and facilitate project-related meetings with stakeholders and public groups
  • Prepare detailed construction budget estimates, monitor expenses, approve payments and manage project budgets
  • Oversee and monitor progress through project lifecycle, ensure deliverables meet deadlines and KPIs
  • Secure approvals from authorities having jurisdiction and liaise with regulators for site plan approvals, rezoning, permits
  • Act as liaison between clients, consultants, contractors, suppliers and building inspectors; manage project communications and documentation
  • Approve consultant design solutions, prepare initial design material, prequalification documents and maintain accurate project records
  • Respond to bidder enquiries, prepare addenda, conduct site meetings, assist in resolution of claims and disputes
  • Monitor conditions of assets and plan repairs and rehabilitations; inspect and supervise work in progress and ensure compliance with legislation and approved drawings and specifications
  • Represent the City at site meetings, technical committees and community consultations
  • Ensure compliance with Accessibility Design Guidelines, LEED, Toronto Green Standard, TransformTO Net Zero Strategy and Net Zero Carbon Plan
  • Lead and coordinate project assistants and support staff
  • Monitor construction projects for Health and Safety compliance and maintain records on infractions and accidents

Requirements

  • Post-Secondary education in architecture, architectural technology, or an equivalent combination of education and experience
  • Extensive project management and contract administration experience related to design and construction of public park and recreation amenities and facilities, and/or similar institutional facilities
  • Extensive experience in construction means and methods, related materials and systems, legal agreements and other related activities associated with recreation amenity and facility design, construction and maintenance
  • Considerable experience in reading and interpreting technical drawings including architectural, mechanical, electrical and structural drawings, specifications and contracts
  • Considerable experience in preparing construction budgets and business case submissions
  • Eligibility for membership in the Ontario Association of Architects as a licensed Architect (OAA), or licensed Technologist OAA (Lic.Tech.OAA), or a Project Management Professional (PMP) certification would be an asset
  • Thorough knowledge of facility energy management, including LEED, Net-zero and Toronto Green Standard
  • Knowledge of the Ontario Building Code, National Fire Code, National Fire Protection Act, Accessibility for Ontarians with Disabilities Act, and other relevant codes and regulations
  • Knowledge and application of the Occupational Health and safety Act including knowledge of designated substances and related legislation
  • Demonstrated knowledge and application of Occupational Health and Safety Act including knowledge of asbestos, silica, confined space, shoring and related legislation
  • Excellent technical and project management skills with ability to prioritize and complete multiple project assignments
  • Proven ability to communicate complex subject matters clearly and effectively to different audiences
  • Highly developed communication skills, both verbally and in writing
  • Ability to effectively organize and coordinate construction project assistants
  • Ability to provide senior management with appropriate and timely reports
  • Must possess a valid Ontario Driver's License, Class "G", and have the use of a personal vehicle for site visits
