Program Manager

• Provide management, guidance, and technical oversight of all new and existing projects throughout the project cycle to ensure project design, start-up, implementation and close-out are in line with CRS quality principles and standards, donor guidelines, and industry best practices.
• Provide technical solutions to EMPOWER partners in South America, remotely and on-site, for strategic planning and how to best apply program design and implementation standards, best practices, partnership principles, tools, and M&E, ensuring high-quality implementation.
• Contribute to the proactive pursuit of opportunities for new funding to ensure growth of EMPOWER’s and partners’ portfolio in line with agency, regional, and partners’ strategic priorities. Serve as the technical lead and technical writer to ensure quality proposals in Program Area(s) per agency and donor standards.
• Contribute to the identification and pursuit of innovative finance mechanisms to expand funding opportunities and support sustainable emergency response programs in South America.
• Contribute to capacity strengthening initiatives in Emergency Preparedness and Response programming for partner staff as requested and prioritized by the partners through helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and mentoring and coaching to partner staff.
• Contribute to knowledge management and learning through collecting and analyzing program data, evaluating strategic projects, assisting with measuring program impact, capturing and sharing lessons learned and best practices, and research and internal reports.
• Contribute to the development and implementation of agency-wide strategies, standards, tools, and best practices in Emergency Preparedness and Response that effectively engage partners, donors and governments.

Program Manager II

• You will be seconded to Caritas Antilles in Jamaica to support the Hurricane Melissa Emergency Response implementing projects advancing Catholic Relief Services’ (CRS) work in localization and serving the poor and vulnerable.
• Your management skills and knowledge will ensure that the local partner delivers high-quality programming and continuously works towards improving the impact of its programming.
• The PM I will work closely with Caritas Antilles and the Dioceses in Jamaica’s emergency responders and their primary role will be to strengthen the emergency response capacity of local partners and support these partners in implementing high quality emergency projects in response to hurricane Melissa.
• The seconded PM I will support Caritas Antilles in managing the Melissa response portfolio, ensuring timely, coordinated, safe, and quality program delivery.
• The role will provide hands-on operational support while also strengthening systems, workflows, and implementation capacity of diocesan teams in Jamaica.

• Evaluate the feasibility, build a business case, and implement a Customer Data Platform (CDP) to unify donor and engagement data.
• Optimize marketing automation platform that supports omnichannel orchestration, dynamic content personalization, and predictive analytics.
• Oversee data integration initiatives with digital advertising platforms for unified attribution modeling and cross-channel performance insights.
• Partner with key stakeholders to develop master segmentation that spans all channels and supports predictive segmentation.
• Collaborate with digital teams on positioning data strategies to improve personalization, trust, and compliance while driving measurable outcomes.
• Establish and maintain data governance frameworks, including quality, security, and compliance standards.
• Improve data observability to monitor health, accuracy, and reliability of data pipelines, integrations, and upstream systems.
• Promote and educate the division on best practices for data stewardship.
• Lead the relationship with technology and platform vendors. Evaluate vendor performance and ensure delivery of high-quality services.
• Identify and implement cost-saving opportunities through vendor consolidation and process optimization.
• Forecast and monitor expenditures and capacity for technology usage, licensing, and infrastructure to maintain cost efficiency.
• Manage and mentor members of the Data Platform & Systems Team and its partners.
• Build and maintain strong partnerships across the agency and external partners to drive alignment and adoption.
