Lead the requirements lifecycle for complex ServiceNow initiatives, partnering with government stakeholders to elicit, analyze, and validate functional and technical needs
Translate strategic business goals into scalable, compliant ServiceNow solutions that align with federal standards and agency mission priorities
Own the design and documentation of end-to-end business processes, workflows, functional specs, user stories, and acceptance criteria
Guide system and user acceptance testing, ensuring solutions are validated and meet quality benchmarks
Act as the primary bridge between business and technical teams, reviewing solution design, ensuring alignment with requirements, and managing scope changes
Leverage deep knowledge of federal operations and ServiceNow platform capabilities to drive process improvements and solution optimization
Facilitate stakeholder workshops, sprint planning, and executive-level presentations to communicate system capabilities and progress
Requirements
U.S. Citizenship is required
Minimum 5 years of business analysis experience, preferably in a government or federal consulting environment
Hands-on experience with ServiceNow, including familiarity with common modules and functionality
Deep understanding of core ServiceNow modules (e.g., ITSM, ITOM, HRSD, SecOps) within federal implementations
Skilled at gathering, analyzing, and documenting complex business and technical requirements in government environments
Experience designing and improving workflows and processes to support federal agency missions and mandates
Strong grasp of Agile/Scrum principles and experience with hybrid Agile/Waterfall environments
Familiar with FISMA, FedRAMP, NIST, and other federal compliance frameworks
Proven ability to engage with CORs, PMs, Product Owners, and federal end-users
Proficient in creating test scripts, leading UAT, and validating ServiceNow functionality
Proficiency in developing business process documentation using Microsoft Visio or similar tools
Experienced in producing detailed user stories, acceptance criteria, process flows, and training materials for federal audiences
Comfortable leading requirements workshops, status meetings, and executive-level briefings
Understands data handling, role-based access controls, and operational security in federal systems
Works effectively within multi-vendor, cross-functional teams
Experienced with Jira, Confluence, ServiceNow Studio, MS Teams, and SharePoint
