Review and validate Junior HR Specialist analyses, conduct complex classifications requiring advanced DCIPS expertise, formulate final determinations and evaluation statements, and lead special projects, desk audits, and policy reviews
Design and coordinate complex workforce development initiatives, conduct strategic workforce planning and analysis, develop program tools and resources, and identify emerging onboarding needs and solutions
Provide technical guidance and mentoring to Junior HR Specialists, review work for accuracy and compliance, and ensure consistent application of evaluation standards across the agency
Serve as liaison with government HR personnel on complex matters, provide policy recommendations, and explain complex technical terminology and policies to stakeholders at all organizational levels
Plan, manage, and conduct special classification projects and studies, prioritize actions, develop project schedules, track progress, and resolve structural issues and technical problems
Create advanced job aids, technical documents, training materials, and policy guidance to support HR operations and facilitate conversions from legacy systems
Requirements
3-5 years related work experience
Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams, Project, Access)
Adobe Suite (Acrobat InDesign, Photoshop, Illustrator, PageMaker, Premier)
SharePoint, ServiceNow, and task management systems
Strong communication skills, both written and verbal
Advanced knowledge of DCIPS evaluation system and federal HR regulations
Policy development and analysis capabilities
Program design and project management skills
Quality review and supervisory oversight abilities
Bachelors Degree in HR or related field
US citizenship and an active Secret or higher clearance
