About the role

  • Cost of Service Studies: Conduct detailed cost-of-service analyses including functionalization, classification, and allocation of utility costs. Evaluate utility operations and spending patterns to identify cost drivers and areas for efficiency gains.
  • Rate Design and Strategy Development: Design equitable, forward-looking rate structures aligned with client objectives. Develop pricing strategies that ensure revenue sufficiency, fairness, and compliance with regulatory standards.
  • Regulatory Compliance and Support: Prepare and support regulatory filings, including rate cases, tariffs, and supporting documentation. Provide expert testimony or technical support during regulatory hearings and proceedings.
  • Client Advising and Collaboration: Work closely with utility leadership to assess cost recovery strategies and implement practical rate structures. Deliver clear, actionable recommendations and lead stakeholder presentations. Train utility staff and board members on rate-setting methodologies and cost-of-service principles.
  • Market and Policy Analysis: Keep current with regulatory trends, emerging issues, and rate innovations affecting electric cooperatives and utilities. Evaluate the impact of distributed energy resources, renewables, and federal/state policy shifts on cost and rate structures.

Requirements

  • Bachelor’s degree in Economics, Finance, Accounting, Engineering, Public Administration, or a related field.
  • Minimum 5 years of experience in utility regulation, rate design, cost-of-service analysis, or financial consulting for electric utilities.
  • Familiarity with the operational and financial aspects of electric cooperatives or public power entities is a plus.
  • Advanced skills in Excel modeling, financial analysis, and cost allocation methods.
  • Strong understanding of utility regulatory standards (e.g., FERC, NARUC).
  • Excellent written and verbal communication skills, with experience writing reports, proposals, and regulatory filings.
  • Ability to manage multiple priorities and deadlines in a fast-paced, client-facing environment.
  • Analytical thinker with a proactive, solutions-oriented mindset.
  • Contribute to the growth and evolution of VPS’s utility consulting practice by assisting in business development and team building.
