About the role
- Lead preparation, coordination and staffing of Task Planning Sheets (TPS) for IWS2E/2D tasking across appropriations including OPN, O&MN, RDT&E and SCN
- Coordinate with APMs, field activities, laboratories and contractors on tasks, sub-tasks, priorities and funding amounts
- Analyze TPS to ensure Contractor Support Services, withholds and taxes are properly accounted for and TPS are within program control
- Prepare and maintain spend plans; analyze field activity and laboratory obligations and expenditures by appropriation and tasking
- Prepare consolidated funding reports for each field activity and laboratory
- Research, organize and analyze financial, production and installation data to support DON, OSD and President’s Budget submissions for OPN appropriation
- With Budget and Financial Manager, prepare budget exhibits for review by Installation Manager, PAPM and PEO-IWS2.0 leadership and adjudicate issues
- Coordinate with Installation APM and Business Operations Manager on changes to the SEWIP fielding plan and update smoothing files
- Conduct analysis of buying ahead of need and ad-hoc analysis of DON, OSD and PB budgets, fielding plans and support objective quality evidence for data calls
- Plan Ledger Reviews, Task Planning Execution Reviews, and Quarterly Performance Reviews; review execution of financial ledgers and interact with field activities to ensure obligation benchmarks
- Identify surpluses to fund unfunded requirements and develop objective quality evidence to support OPN 2312 budget cycle pricing, procurement and installation profiles
Requirements
- Ability to communicate status and objectives in written and oral form to provide updates, defend recommendations and make persuasive arguments.
- Effective communication and presentation skills
- Proficiency in Microsoft Office products including Outlook, Word, Excel and Power Point
- Good customer interface skills and be a team player
- Knowledge of the products and experience supporting IWS2E/D programs
- Knowledge of program office missions, policies, objectives and administrative processes
- Knowledge of the budget development processes, and, budgetary and financial management principles and techniques as they relate to financial tracking and execution
- Experience with the Department of the Navy, Office of Secretary of Defense, and Presidential Budget budgetary cycles, policies and regulations concerning OMN, OPN and SCN funded programs
- Knowledge of development, maintenance and analyzing of Task Planning Sheets using the Navy Enterprise Planning System
- Knowledge of the Navy Modernization Process Management and Operational Manual and the Naval Data Environment
- Experience with EW Ship Modernization Planning and Support
- Must be able to obtain a secret security clearance
- Bachelor's Degree or higher is preferred
- PMP is a plus
