Program Manager

• Lead preparation, coordination and staffing of Task Planning Sheets (TPS) for IWS2E/2D tasking across appropriations including OPN, O&MN, RDT&E and SCN
• Coordinate with APMs, field activities, laboratories and contractors on tasks, sub-tasks, priorities and funding amounts
• Analyze TPS to ensure Contractor Support Services, withholds and taxes are properly accounted for and TPS are within program control
• Prepare and maintain spend plans; analyze field activity and laboratory obligations and expenditures by appropriation and tasking
• Prepare consolidated funding reports for each field activity and laboratory
• Research, organize and analyze financial, production and installation data to support DON, OSD and President’s Budget submissions for OPN appropriation
• With Budget and Financial Manager, prepare budget exhibits for review by Installation Manager, PAPM and PEO-IWS2.0 leadership and adjudicate issues
• Coordinate with Installation APM and Business Operations Manager on changes to the SEWIP fielding plan and update smoothing files
• Conduct analysis of buying ahead of need and ad-hoc analysis of DON, OSD and PB budgets, fielding plans and support objective quality evidence for data calls
• Plan Ledger Reviews, Task Planning Execution Reviews, and Quarterly Performance Reviews; review execution of financial ledgers and interact with field activities to ensure obligation benchmarks
• Identify surpluses to fund unfunded requirements and develop objective quality evidence to support OPN 2312 budget cycle pricing, procurement and installation profiles

SEWIP Program Analyst

• Ensure Shipcheck tasking and funding support SIDs delivery milestones
• Review Planning Yard shipcheck execution reports and provide recommendations
• Assist NSWC AP communications with RMC and SURFMEPP to ensure discovered TYCOM responsible repairs are programmed appropriately
• Ensure SIDs development tasking and funding to support avail execution planning milestones
• Participate in design development and provide technical input for LARs/RLARs as required
• Ensure LLTM is tasked in support of avail execution milestones and assist in obtaining difficult LLTM for installations
• Assist ISEA in de-conflicting material issues related to avail execution
• Participate in TDP reviews and discussions with CS Modernization Integrator for inclusion of design developments
• Coordinate ICD updates with ISEA POCs, CS Integrator and Planning Yard to support TDP revision(s) and SIDs milestones
• Provide advice for installation problem resolution and liaison with RMC or other activities
• Participate in design, planning, progress, process improvement and cross program meetings (DDG 2.0, MADWG, ARWG)
• Review RMC and Third Party Advance Planning work specification products to ensure correct tasking
• Assist EW and Decoys Installation Managers with work specification requirement interpretation
• Advise Installation and Program Managers on risks and mitigations
• Interface with Planning Yard representatives to resolve installation issues for future availabilities
• Collaborate with ISEA, OSR and OSIC on work item requirements and installation issues arising during installations
• Provide RCC instruction and justification for work item changes during installations
• Coordinate with OSR and OSIC on advance planning readiness for execution
• Review and provide input regarding contractor reports submitted during installations
• Provide inputs for cost estimates and realism on required contract changes during in-process availabilities
• Review in-process availability reports and provide assistance on installation issues
• Interface with ISEA personnel on various aspects of advance planning and execution of alterations
