Oversee budgeting, forecasting, and funds reconciliation for NSWC PHD programs.
Conduct financial analysis, reporting, and risk management; provide audit readiness and internal controls support.
Manage N-ERP utilization, travel authorization reviews, and purchase card transactions; lead budget development and financial planning.
Develop and execute project plans, schedules, and resource allocations; implement Agile/Scrum methodologies to optimize program execution.
Manage program risks, performance metrics, and progress reporting; provide digital terrain modeling support for program analysis.
Ensure compliance with government property and information management policies; manage Government Furnished Information and Property.
Lead stakeholder communication and engagement across multiple programs; support strategic planning, procurement, and records management.
Monitor progress against milestones, identify risks, and implement mitigation strategies; manage training initiatives and coordinate conference facility operations.
Provide programmatic and technical oversight for combat and weapons systems across surface, subsurface, airborne, and shore-based platforms.
Collaborate with engineering teams to align financial and programmatic objectives with technical requirements.
Requirements
Bachelor’s degree in Business Administration, Finance, Engineering, or related field.
Minimum of 8–10 years of program management and/or financial management experience in Department of Defense (DoD) programs.
Strong knowledge of DoD financial systems, including Navy ERP (N-ERP).
Demonstrated expertise in risk management, schedule management, and performance monitoring.
Experience managing Government Furnished Information (GFI) and Government Furnished Property (GFP).
Active SECRET security clearance (or ability to obtain and maintain).
Master’s degree in Business, Finance, Engineering, or related discipline (desired).
Project Management Professional (PMP) or Defense Acquisition Workforce Improvement Act (DAWIA) certification (desired).
Experience with Agile/Scrum project management methodologies (desired).
Prior experience supporting Naval Surface Warfare Center (NSWC) or related Navy/DoD organizations (desired).
