Payroll

• Prepare, review, and submit payroll-related files (payroll, expense, supplemental files).
• Review payroll detail reports and confirm payroll readiness.
• Approve employee time in Evero and HRIS (i.e., Paycom).
• Perform end-of-pay-period payroll finalization tasks.
• Maintain roster approval workflows.
• Review and resolve timekeeping discrepancies (raised issues, no service duration, indirect punches, billing differences).
• Correct misaligned or unlinked service entries.
• Collaborate with staff and teams to resolve time entry issues.
• Monitor flagged roster entries and request corrections or MVVs.
• Monitor overtime usage and conduct mid-cycle reviews.
• Process and enter overtime including weighted overtime.
• Provide guidance on overtime compliance.
• Perform billing rate batch approvals.
• Resolve billing exceptions including overages and retro hours.
• Generate staff activity and transportation pay reports.
• Ensure alignment between payroll and billing data.
• Serve as liaison between SDS, Payroll, Finance, and QA teams.
• Respond to payroll-related staff inquiries.
• Audit and maintain documentation and audit trails.
• Ensure compliance with OPWDD and CFS policies.
• Support payroll audits and identify risks while recommending improvements.

Payroll & Timekeeping Specialist

• Process biweekly and/or semi-monthly payroll for employees accurately and on schedule.
• Review and verify timesheets, attendance records, pay adjustments, and payroll changes.
• Ensure compliance with federal, state, and local wage and hour laws.
• Maintain employee payroll records including new hires, terminations, rate changes, deductions, garnishments, and direct deposit information.
• Reconcile payroll discrepancies and resolve employee payroll issues promptly and professionally.
• Process payroll-related transactions including overtime, shift differentials, retroactive pay, bonuses, PTO payouts, and stipends.
• Prepare and distribute payroll reports for management, finance, and audits.
• Coordinate payroll activities with Human Resources, Benefits, and Finance departments.
• Assist with year-end payroll processing including W-2 preparation and payroll reconciliations.
• Support implementation, upgrades, or transitions of payroll systems and timekeeping systems.
• Maintain confidentiality of employee records and sensitive payroll information.
• Assist with audits, compliance reviews, and documentation requests.
• Monitor payroll inboxes and respond to employee inquiries in a timely manner.
• Ensure proper documentation and approval for payroll adjustments and changes.
• Perform additional payroll and administrative duties as assigned.

Payroll Specialist

Accounts Payable

• Review, code, and process vendor invoices, check requests, ACH payments, and employee reimbursements.
• Ensure all payments have appropriate documentation, approvals, and comply with organizational policies.
• Maintain accurate vendor records and payment files (electronic and paper).
• Serve as primary point of contact for vendor inquiries regarding payment status.
• Process and reconcile corporate credit card activity.
• Review expense documentation for compliance with policy and proper expense coding.
• Assist with monthly reconciliations related to accounts payable, cash, and credit cards.
• Support month-end and year-end close processes as assigned.
• Prepare reports and schedules for management review.
• Ensure vendor W-9s are collected and maintained.
• Assist with annual 1099 preparation and filing.
• Support internal and external audits by providing documentation and responding to inquiries.
• Maintain compliance with nonprofit accounting standards and grant or government funding requirements.

Accounts Payable Coordinator

Onboarding Specialist

• Manage and oversee end‑to‑end onboarding processes from signed offer letter through successful completion of all pre‑employment requirements and first‑day readiness.
• Utilize the Paycom onboarding portal to complete new hire entry, onboarding workflows, documentation, and task tracking.
• Ensure all required pre‑employment checks are completed accurately and timely, including: New York State Justice Center checks through OPWDD, Staff Exclusion List (SEL), Fingerprinting / Criminal Background Check (CBC), Statewide Central Register (SCR), Mental Hygiene Law (MHL) checks, Reference checks, TB screening and other health clearances as required, DMV Abstract as required, Malpractice Insurance as required.
• Monitor onboarding progress and proactively follow up on missing or outstanding items to avoid delays in start dates.
• Track and report on time‑to‑hire metrics, specifically from signed offer letter to completion of all pre‑new employment orientation requirements.
• Maintain accurate onboarding records and status reporting within Paycom, internal tracking tools, and dashboard.
• Identify onboarding bottlenecks and recommend process improvements to increase efficiency and candidate experience.
• Partner with the Staff Development team to prepare for and host biweekly New Employee Orientation (NEO), including logistics, materials, and day‑of coordination.
• Support a warm and engaging onboarding experience that reflects CFS’s mission, values, and commitment to our workforce.
• Conduct stay interviews and exit interviews, documenting themes and sharing insights with People & Culture leadership.
• Collaborate closely with VP of Attraction and Engagement, Recruiters, the Talent Acquisition Coordinator, and other Onboarding Specialists in a team‑based environment.
• Keep recruiters and hiring managers informed of new hire onboarding progress, start‑date readiness, and first‑week instructions.
• Partner with the People & Culture team on internal engagement initiatives, including: Employee Recognition Luncheons and New Hire Welcome Breakfasts and other staff events.
• Manage employee recognition processes including EOM and others.
• Assist HR Business Partners and Payroll with HR components of biweekly payroll, including new hire setup, audits, and issue resolution as needed.
• Occasional travel to other CFS program locations is required to support onboarding, orientation, or operational needs.

QA Engineer

• Audit/review department, program and agency business practices, both planned and unannounced
• Review results of internal audits/reviews with administrative staff, provide technical assistance for correction and document all
• Conduct follow-up program reviews
• Support other agency departments in understanding and following regulations and best practices
• Occasionally conduct investigations of allegations, incidents and corporate compliance issues according to OPWDD and/or OMIG
• Conduct interviews, examine documents, collect evidence, and write reports concerning allegations of abuse and/or other incidents requiring investigation
• Complete any needed follow up tasks relating to investigations
• Provide, implement, and monitor recommendations as a result of investigations and audits to ensure follow-through, as assigned
• Participate on agency committees as needed
• Carry out tasks as delegated by supervisor(s)
• Position requires flexible hours; off hours on-call responsibilities; and travel to all agency sites as needed

Quality Assurance Specialist

Program Manager

• Responsible for a caseload of individuals receiving Self-Directed Services.
• Participate in Life Plan reviews and team meetings to represent the FI agency and ensure compliance and satisfaction.
• Liaison between the families, staff, brokers and the agency departments of Finance, HR and Payroll.
• Request, receive, review, and ensure compliance of all required documents to justify self-directed services such as Life Plans, LCED, DDP2, Justification forms, Staff Action plans.
• Review invoices and employee time and approve once quality and program standards are met.
• Review staff action plans, monthly notes and broker invoices and approve once quality and program standards are met.
• Meet regularly with Brokers to ensure that they are meeting the needs of the individuals/families and agency guidelines.
• Identify and report any compliance or quality issues.
• Communicate regularly with individuals/families to promote satisfaction with the services.
• Perform other related duties as assigned.

FI Program Manager

Vice President

• Lead the daily operations of the Compliance and Quality Assurance functions across NY and NJ.
• Provide leadership and supervision to QA staff by overseeing compliance and quality training development and delivery, mentoring investigative and audit practices, and ensuring all training materials and resources reflect current, SVP-Chief Compliance & Risk Management Officer-approved policies and regulatory requirements.
• Direct operational components of incident management, including documentation and follow-up in IRMA, NJIRMS, and internal QA systems.
• Oversee internal investigations and ensure compliance with regulatory standards.
• Ensure all investigations meet regulatory requirements and internal standards, escalating high-risk matters to the SVP-Chief Compliance & Risk Management Officer.
• Support the operational functioning of Incident Review Committees (IRC) and Human Rights Committees (HRC), ensuring recommendations are tracked to closure.
• Lead internal audit schedules including program audits, desk reviews, and unannounced visits.
• Lead implementation and monitoring of CQL accreditation plans.
• Oversee development and evaluation of the organization’s CQI plan.
• Direct the development of dashboards, KPIs, and trend analyses.

VP of Quality Enhancement

Director

• Reporting to the Chief Executive Officer, the Executive Director serves as the senior leader of CFS New Jersey.
• Provides strategic, operational, and administrative oversight for services supporting individuals with I/DD.
• Ensures effective delivery of high-quality, person-centered services while advancing the organization's mission and goals.
• Oversees all New Jersey operations, including Residential Services and Community Day Programs.
• Directs daily operations to ensure compliant, person-centered, and effective service delivery.
• Develops and monitors organizational systems, policies, and procedures.
• Advises and informs the Board regarding key issues, opportunities, and risks.
