Provide acquisition services to seven contracting offices within the Department of Veterans Affairs (Regional Procurement Office West support)
Perform "cradle-to-grave" acquisition functions including pre-award through final contract termination/close out
Develop, negotiate, award and administer all contract types with limited supervision
Conduct price & cost analysis and prepare award documents and supporting documentation
Perform contract administration and related non inherently governmental functions
Review procurement requests for compliance with procedures and sufficiency of specifications
Determine suitability of set-asides (e.g., small business, small and disadvantaged business, labor surplus)
Review justifications for other than full and open competition; develop solicitations and related contractual documentation (D&Fs, justifications, amendments, memoranda)
Review bids/proposals for compliance, determine contractor responsibility, and make competitive range determinations
Collaborate with Federal staff and Contracting personnel; communicate findings in writing and orally
Requirements
Bachelor’s Degree
Minimum of four (4) years’ relevant experience in Federal contracting
Documented experience of pre- and post-award acquisitions processes with minimal assistance or training
Excellent writing skills and ability to effectively communicate orally and in writing
Familiar with FAR and VAAR based procurements
FAC-C or DAU acquisition course completion (desired)
Strong communication skills with Federal staff and Contracting personnel (desired)
Ability to work in a team environment and take on individual projects (desired)
Multi-tasking and reasoning skills to delegate and prioritize workload (desired)
US Citizenship required to obtain security clearance
