About the role
- Develop, review and update the project EHS plan and site EHS procedures from mobilization through project completion.
- Communicate and coordinate the implementation of GEV EHS programs and assist the GEV site manager, supervisors and subcontractors in their execution.
- Ensure effective implementation of GEV Life-Saving Rules (LSR) and the work process for High-Risk Operations (HRO) and routine operations, including implementation of work permit procedures, job safety analyses (JSAs), pre-task briefings, last-minute risk assessments, etc.
- Actively participate in the development, review and implementation of hazard identifications, risk assessments, risk registers, rescue plans, work methods, lifting plans, etc.
- Ensure that risk assessments, work methods and safe task analyses are in place and communicated to everyone involved in or likely to be affected by the task before it begins.
- Focus on and actively contribute to the safe execution of High-Risk Operations (HRO) by concentrating on critical risks and preventing potential Severe Potential Events (SPE).
- Actively contribute to GEV subcontractor EHS management on site, from prequalification through mobilization and onboarding, during execution and until demobilization and evaluation of their EHS performance. This includes reviewing their EHS documentation and programs and all EHS attestations, certifications and authorizations for their personnel and equipment.
- Conduct site rounds to verify site EHS conditions and coach field teams, as required, in implementing the site EHS program and plans (including GEV, client and/or contractor requirements) and in resolving issues.
- Conduct regular, rigorous and consistent site EHS inspections, identifying gaps and opportunities for improvement.
- Act as a problem-solver and solution creator for the assigned site.
- Organize and participate in joint EHS site walks and tours with management (Gemba), clients and subcontractors.
- Actively participate in EHS audits and site-level EHS culture assessments.
- Deliver EHS awareness sessions for assigned site populations, as needed.
- Contribute to investigations and analysis of all accidents or hazardous situations. Identify trends and root causes, follow up on corrective and preventive actions, and share lessons learned.
- Ensure all internal and external EHS reports are completed on time, accurately and with quality.
- Inform GEV project management of hazardous acts/conditions observed on the project site so corrective actions can be taken promptly to eliminate unsafe behaviors/conditions.
- Take necessary action to stop hazardous behaviors or conditions before they lead to injury or an incident.
- Perform documented EHS inspections on a regular basis.
- Organize EHS site inductions/orientations and assist contractor/subcontractor EHS representative(s) in delivering EHS inductions for all construction staff and visitors arriving at the project site.
- Organize, facilitate and participate in toolbox talks, EHS breaks, safety meetings, site committees, EHS committees, shift start meetings, work method dissemination meetings, EHS start-up meetings, etc., for GEV employees and subcontractors.
- Ensure subcontractors hold weekly EHS meetings and regular toolbox talks.
- Act as the site assistance liaison to help comply with GEV EHS programs and requirements.
- Liaise on site with client representatives, partners and subcontractors, as well as medical services and fire and emergency services, and local regulatory agencies (CNESST, etc.) on EHS-related matters.
- Ensure site emergency plans (GEV and contractor and/or client) are in place and that emergency and rescue drills are performed.
- Identify and share best practices within the region. Help the site team leverage best practices from other sites. Closely monitor key EHS performance indicators by providing on-site expertise. Monitor project EHS performance, execution and EHS support from partners, as applicable, for improvements or as needed. Ensure the site has identified all applicable EHS laws or standards and ensure understanding of internal, regulatory and contractual EHS requirements to maintain compliance. Ensure compliance with environmental requirements and participate in managing waste, discharges and emissions on site. Ensure optimal and effective management of rescue and emergency equipment and EHS PPE for GEV personnel, subcontractors and visitors on site. Participate in creating, managing, maintaining and archiving required EHS documentation in site EHS binders, records and files and in Gensuite and/or ComplyWorks, including EHS forms, training records and evidence, chemical lists, SDSs, equipment inspection and calibration records and evidence, and inspection certificates and conformity certifications for lifting equipment and accessories, tools and machines, etc. Identify management best practices that could be useful to other sites and communicate them to the regional project EHS manager.
Requirements
- Bachelor’s degree (or equivalent) in a technical field (mechanical, electrical, etc.) with additional EHS training, or a university degree in EHS.
- More than 5 years of experience in an EHS role, with exposure to multiple EHS areas in construction project environments.
- Mandatory knowledge of the energy sector (hydropower experience is an asset).
- CoSS certification (Health and Safety Coordinator) or Construction Site Safety Officer certification issued by CNESST is mandatory.
- Thorough mastery of risk management and prevention protocols and mechanisms related to High-Risk Operations (mechanical lifting, confined space work, work at height, electrical hazards, lockout/tagout, chemical hazards, asbestos, lead, heavy machinery, ergonomics, etc.).
- Strong knowledge of Quebec EHS regulations (LSST, RSST, CSTC, LMRSST, Regulation on construction site-specific prevention mechanisms, etc.) and familiarity with regulations in other Canadian provinces and territories.
- Available and able to work on construction sites and hydroelectric plants in remote locations (mainly in Quebec but also in other Canadian provinces and territories), working long shifts, in rotation (as required by the project) and on varied schedules (day and night shifts).
- Physically able to work at heights and in confined spaces, climb ladders, etc.
- Fluent in French; English is a major asset.
- Permanent resident of Canada or Canadian citizen.
