• Provides coverage in the Staffing Office at the Vermont Psychiatric Care Hospital.
• Responsible for ensuring adequate staffing of the Nursing Staff on the inpatient psychiatric units and the satellite secure residential facility.
• Filling available shifts due to vacations and other time off for the permanent Mental Health Scheduling Coordinators.
• Available shifts would vary with shift hours on Night Shift (6:30pm-7:00am) and Day Shift (6:30am-7:00pm).

Counselor

• Provide clinical oversight and leadership at our Secure Residential Facility.
• Supervise all Residential Counselors including performance evaluations and addressing HR-related matters.
• Provide training and professional guidance to direct care Residential Counselors.
• Review, support, and approve clinical documentation completed by Residential Counselors.
• Collaborate with the Assistant Director of Clinical Services to oversee clinical practices of the facility.
• Participate as a member of the RVTR Leadership Team and multidisciplinary care team.
• Deliver therapeutic supports directly to residents (individual, group, and milieu).
• Promote a culture of open communication, accountability, and collaboration.
• Provide crisis intervention, safety assessments, and support community integration efforts.

Residential Counselor Supervisor

Financial Planning and Analysis

• Will manage the fiscal operations for the Department of State's Attorneys and Sheriffs (SAS) which oversees 4 budgets (State's Attorneys, Sheriffs, Special Investigations Unit, and Victim Advocates), and oversees salary, benefits and operational expenses for the 28 elected officials, 29 offices and 180+ employees.
• Will be responsible for State General Funds (GF), Federal, interdepartmental, Special Funds and Drug Forfeiture monies.
• Will be responsible for the budget development, weekly monitoring, reporting to the SAS Executive Committees, and presentation to legislative committees of jurisdiction (Appropriations, Judiciary and Government Ops).
• Will advise Labor Relations and Operations Director regarding budget constraints surrounding staffing and Pay Act requests.
• Will be responsible for ensuring SAS fiscal work and administration comply with State Finance & Management and Agency of Administration rules and regulations.
• Will review annual Self-Assessment Internal Controls and recommend SAS policies to address areas for improvement.
• Will complete reports on federal funding.
• Will analyze and determine need for requests in the Budget Adjustment Act.
• Will help prepare narratives and budget for SAS' federal grants and implement internal control systems.
• Will perform and help with fiscal posting, balancing and reconciling accounting records.
• Will ensure proper electronic and hard-copy filing of financial materials, invoices, payments, in compliance with State systems and to ensure SAS can quickly and accurately retrieve information and data.
• Prepares financial statements, summaries and reports.
• Assists as necessary with the preparation and certification of SAS payrolls.
• Will help advise staff who are engaged in financial support work.
• Performs oversight over accounting activities such as compilation and analysis of complex data for federal reports, reconciliation of benefits accounts, processing payment for contractual services requiring utilization of cost distribution formulas, coordination systems for SAS, and, analysis of accounting processes.
• Will participate as one of the liaisons with federal agencies, other state departments, or local community partners.
• Responsible for federal program fiscal administration, grant programs, and other complex fiscal programs. Performs related duties as assigned by SAS Executive Director.

Executive Assistant

• Plans, organizes and supports day-to-day central office support activities and ensures the smooth and efficient operation of the office.
• Serves as the Commissioner's public-facing representative, responsible for fielding and resolving all kinds of inquiries in person at the front desk and through email correspondence, phone calls, and limited walk ins.
• Liaises with the Governor's Office and the federal delegation as well as state legislators.
• Acts as a liaison between staff and executive staff.
• Provides high level of administrative support to the Commissioner and Deputy Commissioner, including scheduling and mail.
• Represents the Department before groups, committees, task forces, commissions, employees or the general public.
• Analyzes and makes recommendations regarding operating practices and procedures to include personnel, workflow, and performance standards to ensure smooth and efficient office operation.
• Implements new and revised procedures.
• Provides support services including monitoring access to the building, maintaining visitor logs, answering general questions from walk-ins, callers, or emailed inquiries with respect to the Department or state government.
• Assists Department employees with general information and inquiries.
• Participates in special projects, such as event planning.
• Performs related work as required.

Operations

• Responsible for various tasks related to highway maintenance, such as repairing guardrails, cutting trees/brush, patching roads, picking litter, ditching, and more
• In the winter months, assist with plowing and salting
• Overtime may be required
• Use tools and equipment commonly used for maintenance work
• Lift materials commonly used in maintenance work
• Participate in a random drug and alcohol-testing program prior to operation of vehicles or operating equipment

• Receiving and reviewing invoices associated to those work authorizations
• Ensuring all work authorizations and invoices are in compliance with the contract as well as State and Federal regulations
• Managing the Consultant Evaluations process
