About the role

  • Lead the coordination and integration of all Surface Access activities across the Expansion Programme, acting as the primary interface for internal teams, supply chain partners, and programme leadership to ensure alignment with programme priorities.
  • Drive a “one‑team” approach across consultants, HAL partners, and functional teams, building strong relationships with Commercial, Procurement, Strategy, Environment, and Programme Controls to deliver a unified Surface Access strategy.
  • Shape and lead supplier proposals aligned to Heathrow’s Surface Access vision, translating them into clear task orders with defined deliverables, milestones, governance arrangements, and measurable value for money outcomes.
  • Develop, implement, and operate robust programme control mechanisms for Surface Access across scope, schedule, cost, quality, risk, resources, and performance, acting as the single point of reference for project controls and reporting.
  • Fulfil the role of NEC Project Manager, ensuring effective contract administration, collaborative behaviours, structured supplier performance management, timely instructions, escalation management, and adherence to scope boundaries.
  • Provide strategic assurance by demonstrating value for money in Surface Access expenditure, acting as the primary interface with the Independent Fund Surveyor, identifying programme risks, supporting mitigation, and ensuring Surface Access is fully represented in decision‑making forums.

Requirements

  • Degree level education or equivalent professional experience.
  • Demonstrable project management experience in complex, multi‑disciplinary environments.
  • Strong experience integrating workstreams and suppliers to deliver cohesive outcomes.
  • Proven ability to prepare high‑quality reports and presentations for senior leaders.
  • Demonstrable experience of programme controls, commercial awareness and managing contract performance.
  • Experience in an airport or major transport hub environment (ideally).
  • Understanding of Airport Surface Access Strategies, planning conditions and regulatory frameworks (ideally).
  • Knowledge of transport policy and its application in large infrastructure programmes (ideally).
  • Experience in transport‑related project development and delivery (ideally).
