Financial Planning and Analysis

• Lead one of the two Finance Business Partnering Teams, consisting of approximately 6 members of staff, delivering management accounting and finance business partnering to Transport Scotland Directorates.
• Provide effective leadership, oversight and strategic and operational support to your Finance Business Partnering Team in the provision of management accounting support, financial and commercial advice and guidance to allocated Directorates.
• Work with colleagues across the agency to provide professional financial and strategic advice to support the achievement of objectives within available resources, bringing constructive challenge to ensure robust decision-making.
• Bring extensive knowledge of commercial finance to assist Directorates with high profile financial and contractual negotiations and transactions.
• Robustly assess projections of future expenditure and ensure regular updates to financial plans to support corporate and Scottish Government budgeting, risk management and long-term financial planning.
• Support the Portfolio Finance team, stakeholders and Ministers by engaging in the budget setting process, contributing to the development of applicable documents and advice for Transport Scotland.
• Deputise for the Head of Finance or Director of Finance & Corporate Services as appropriate in matters relating to finance business partnering and management accounting.
• Develop awareness of drivers of financial performance, deliver accurate forecasting and outturn reporting and provide professional financial advice to support achievement of objectives within available resources.

Solutions Engineer

• Design secure, scalable digital solutions on the Scottish Government Cloud Platform
• Work as part of a multi-disciplined team responsible for design, delivery, and improvement of the cloud platform service
• Collaborate with customers to support design and delivery of modern solutions onto the service
• Capture, document and agree solution requirements early in delivery process with focus on security and cost effectiveness
• Translate requirements into architectural designs
• Collaborate with stakeholders across security, service, and engineering teams for feedback and alignment to standards
• Develop, document, present and support architectural decisions at governance forums
• Identify, document, and communicate risks at all stages of solution development
• Define and contribute to roadmaps and strategies

Senior Solutions Architect

• Lead development and delivery of revenue and capital budgets and finance plans for Health and Social Care
• Establish and oversee financial governance, control, risk management and mitigation
• Promote collaborative and single system working to ensure best value and optimal use of resources
• Provide advice, support and challenge to Health and Social Care Directorates, NHS Boards and Integration Authorities
• Develop sustainable and balanced financial plans and constructive relationships with Chief Executives and Directors of Finance
• Member of Health and Social Care Management Board and participant in Exchequer and Infrastructure Investment Boards
• Budgetary responsibility for Health and Sport Portfolio: annual revenue budget over £21 billion and capital c£1 billion
• Oversight of allocation of funding and spend by HSCD Directorates and 22 NHS Boards
• Lead Health and Social Care Finance Directorate (c78 FTE; annual budget c£6m)
• Develop medium-term financial framework and medium/long-term capital investment strategy
• Work with Audit Scotland and ensure Finance Delivery Unit supports NHS Boards to achieve financial balance
• Champion equality and inclusive culture, integrate Equality Budget Statement into budget process
