About the role
- Lead development and delivery of revenue and capital budgets and finance plans for Health and Social Care
- Establish and oversee financial governance, control, risk management and mitigation
- Promote collaborative and single system working to ensure best value and optimal use of resources
- Provide advice, support and challenge to Health and Social Care Directorates, NHS Boards and Integration Authorities
- Develop sustainable and balanced financial plans and constructive relationships with Chief Executives and Directors of Finance
- Member of Health and Social Care Management Board and participant in Exchequer and Infrastructure Investment Boards
- Budgetary responsibility for Health and Sport Portfolio: annual revenue budget over £21 billion and capital c£1 billion
- Oversight of allocation of funding and spend by HSCD Directorates and 22 NHS Boards
- Lead Health and Social Care Finance Directorate (c78 FTE; annual budget c£6m)
- Develop medium-term financial framework and medium/long-term capital investment strategy
- Work with Audit Scotland and ensure Finance Delivery Unit supports NHS Boards to achieve financial balance
- Champion equality and inclusive culture, integrate Equality Budget Statement into budget process
Requirements
- You must be a qualified accountant and member of CIMA or one of: CIPFA, ICAEW, ICAS, ICAI, ACCA
- Financially astute with extensive knowledge of UK accounting standards
- Understanding of requirements for effective Board level financial reporting, monitoring, and governance frameworks
- Experience of managing budgets of at least £500 million whilst leading multiple functions in a complex organisational setting

- Must complete Baseline Personnel Security Standard (BPSS) and obtain National Security Vetting (NSV) at Security Check (SC) level (normally includes UK residency period of 5 years)
