About the role
- Lead the overall procurement activities associated with the Energetics & Propulsion Commodity team (Firing Devices and Rocket Motors)
- Perform subcontract management of purchase orders utilizing integrated supply chain models
- Preparation of solicitations including RFQ, RFP, and RFI
- Analyze quotations/proposals utilizing price/cost analysis techniques
- Develop negotiation strategies and lead formal negotiations (Price, Delivery, Terms)
- Place Purchase Orders of high dollar levels and procurement complexity
- Perform risk analysis and develop mitigation plans and solutions to problems
- Travel to RTX and supplier facilities as deemed necessary (typical travel may be quarterly or more)
- Manage escalations and resolution of internal customer and/or supplier issues
- Manage financial goals in relation to subcontract deliveries and drive success of business factory MRP
- Drive success for metrics: Late to Place, Late to Dock, Delinquent Material, etc.
- Develop plans to promote cost reduction initiatives and performance improvements (technical as well as quality)
Requirements
- A University Degree or equivalent experience and minimum 8 years prior relevant experience, or An Advanced Degree in a related field and minimum 5 years experience in supply chain management or similar role
- Experience with Federal Acquisition Regulations (FAR/DFARS) or within other heavily regulated industries such as pharmaceutical, medical, space, aviation, power generation or automotive
- Experience in written contractual authorization/vehicles (Firm Fixed Price, Cost Plus, etc.)
- The ability to obtain and maintain a US security clearance
- U.S. citizenship is required
- Primary capabilities in subcontract management including preparation of solicitations (RFQ, RFP, RFI), price/cost analysis, developing negotiation strategies and leading formal negotiations (Price, Delivery, Terms)
- Ability to place high-dollar and complex Purchase Orders
- Perform risk analysis and develop mitigation plans
- Manage escalations and resolution of internal customer and/or supplier issues
- Manage financial goals related to subcontract deliveries and drive business factory MRP
- Drive performance metrics (Late to Place, Late to Dock, Delinquent Material, etc.)
- Ability to analyze Cost and Pricing Data and determine proposal compliance (preferred)
- Ability to understand technical requirements of procured hardware and services including Statements of Work (SOW) (preferred)
- Practical knowledge in leading and managing the execution of processes, projects and tactics within one work area (preferred)
- Experience in the Aerospace industry (preferred)
- Ability to process information and manage multiple conflicting priorities (preferred)
