About the role

  • Lead end-to-end operational delivery across ~30 geographic areas, maintaining a detailed understanding of activity, demand, case mix, and local demographics to proactively manage performance.
  • Own system-wide KPI delivery, ensuring robust performance management frameworks, early warning indicators, and recovery plans are in place to consistently meet contractual standards and avoid service credits.
  • Ensure services meet all contractual, quality, clinical governance, information governance, GDPR, and NHS regulatory requirements, embedding robust operational controls that safeguard compliance, resilience, and delivery across all partners.
  • Oversee demand, capacity, and productivity management, using data-driven insight to optimise throughput and maintain performance within agreed tolerances.
  • Own the operational risk register, mitigation plans, and business continuity arrangements to protect service continuity and contractual performance.
  • Lead complaints, escalations, serious incidents, and thematic learning, translating insight into operational improvements and risk reduction.
  • Coordinate delivery across consortium and delivery partners, ensuring seamless pathways, clear accountabilities, and aligned performance expectations.
  • Oversee the reporting strategy and performance narratives across each geographic area, the clinical service, and VCSE partners, ensuring clear transparency of delivery, risks, and recovery actions.
  • Collaborate with Service Design, Business Analysis, Programme Management, and Technology teams to implement changes that improve productivity, resilience, and KPI performance.
  • Lead pathway optimisation, automation, and efficiency programmes, delivering measurable improvements in utilisation, turnaround times, and cost per case.
  • Support mobilisation and major service or technology changes, ensuring operational readiness, workforce alignment, and performance stability through transition.

Requirements

  • Degree-level qualification or equivalent professional experience in healthcare, operations management, or a related discipline.
  • Evidence of ongoing professional development relevant to senior operational leadership.
  • Formal leadership or management qualification (e.g. ILM, CMI, NHS Leadership Academy)
  • Significant operational leadership experience within multi-site or multi-geography service environments.
  • Proven accountability for end-to-end operational delivery, including performance management, KPI achievement, and recovery planning.
  • Strong experience of operating within contracted service models, with clear understanding of contractual KPIs, service credits, and performance penalties.
  • Demonstrable experience of financial and commercial management, including P&L ownership or strong operational contribution to P&L performance.
  • Experience of forecasting trading performance, including activity, revenue, productivity, and cost drivers.
  • Strong knowledge of demand and capacity management, workforce planning, and productivity optimisation.
  • Experience of leading operational risk management, business continuity planning, and service resilience.
  • Proven experience working with commissioners and senior external stakeholders, providing assurance on delivery, performance, and improvement.
  • Experience of managing and influencing internal teams and external delivery partners within consortium or partnership models.
  • Strong understanding of clinical governance, information governance, GDPR, and NHS regulatory frameworks, and how these translate into operational controls.
  • Experience of leading service improvement, efficiency, or transformation initiatives in live operational environments.
  • Experience working within NHS, public sector, or regulated healthcare environments.
  • Experience operating as a lead provider or within lead provider / subcontractor delivery models.
  • Experience supporting mobilisation, re-procurement, or major service or technology change.
  • Exposure to product or service development within a consortium or multi-partner setting.
  • Experience working with VCSE organisations or community delivery partners.
