Design, implement, and scale a global External Workforce program to meet evolving business needs.
Develop and manage program governance, global policy frameworks, SOPs, and best-practice service delivery models.
Create and monitor global SLAs and KPIs to ensure program effectiveness, compliance, and adoption.
Maintain competitive awareness of industry trends, benchmarking, and best practices—particularly within life sciences and diagnostics—to continuously evolve the program.
Serve as the primary point of contact for MSP and VMS partners, ensuring service quality, compliance, cost containment, and customer satisfaction.
Build trusted partnerships with cross-functional stakeholders (Talent Acquisition, HR, Procurement, Legal, IT, Finance, Compliance, and business leaders).
Lead training, change management, and communications to ensure adoption and compliance across all regions.
Select, negotiate, and manage supplier contracts (including permanent placement agencies, payroll providers, and staffing vendors).
Ensure adherence to global, regional, and local laws regarding worker classification (1099, payrolled, SOW, staff augmentation, etc.).
Leverage program data to deliver executive dashboards, compliance reporting, and cost analyses.
Requirements
Bachelor’s Degree in Human Resources, Business, Supply Chain, or related field.
7+ years of progressive experience in external workforce, contingent labor, or talent acquisition program management.
3+ years of direct experience managing MSP and/or VMS providers, including global integrations.
Proven expertise in worker classification, compliance, and regulatory requirements across multiple regions (North America, EMEA, APAC, LATAM).
Demonstrated ability to lead cross-functional initiatives, manage escalations, and influence senior stakeholders.
Strong financial acumen with experience managing rate cards, budgets, and supplier contracts.
Excellent communication and presentation skills, with the ability to create executive-ready reporting.
