About the role

  • Develop efficient and effective proposal execution plans in response to solicitations from U.S. Government and other customers
  • Compile cost, schedule, and technical elements in the development of proposals in accordance with RFQ/RFP specifications
  • Collaborate with core teams (Contracts, Pricing, Program, etc.) to develop, review, and submit proposals
  • Identify and investigate impediments, analyze alternatives, resolve root causes/bottlenecks, and follow through on actions
  • Compile, analyze, and present proposal-related data
  • Coordinate proposal kick-off meetings, fact-finding meetings and other adhoc meetings to drive adherence to schedule and monitor risk
  • Support Customer-facing teams with customer requests, negotiations, and reworks of submitted proposals
  • Perform comprehensive review of all elements of cost including direct labor, material, Other Direct Cost and indirect costs to ensure compliance with FAR, DFARS, and Northrop Grumman procedures

Requirements

  • Bachelor’s degree with 5 years of relevant experience OR a Master's degree with 3 years of relevant experience (Level 3)
  • Bachelor’s degree with 8 years of relevant experience OR a Master's degree with 6 years of relevant experience (Level 4)
  • Proposal, pricing, contracts, and/or project management experience
  • Experience with SAP
  • Proficient with MS Office Suite, specifically Excel
  • Experience working with cross-functional teams
  • Excellent oral and written communication skills, and a keen attention to detail
  • US Citizenship
  • Experience with proposal development, cost estimating & pricing, or various contract types, such as FFP and T&M (preferred)
  • Knowledge and understanding of the U.S. Government’s acquisition process including federal procurement regulations (FAR/DFAR) (preferred)
  • Experience with U.S. Marine systems related customers (preferred)
  • Willingness to travel up to 10% of the time
